SUMMARY OF THE POSITION
OVERALL RESPONSIBILITIES:
GEOGRAPHICAL INFORMATIONS SYSTEMS (GIS) -70%
- Managing the technical activities in support to and in close collaboration with the field responsible of the sector of activity he/she is primarily in support to i.e. Regional Support Team, epidemiologist, medical coordination, logistics coordination, and project or mission managerial team.
- Develop sampling frames through geospatial analysis of operational areas and subsequently develop statistically representative samples.
- Related support to operations teams in developing maps and reference guides for daily assessment plans and field movement plans
- Must ensure correct data in gathered for production of physical maps, webbased maps and share with relevant stakeholders.
- Identification of available data to inform secondary data review in coordination with the assessment and data teams (in case of research or study by MSF).
- Support project teams to coconstruct qualitative and quantitative data collection tools and mapping tools, ensuring all required georeference data are collected to allow for accurate analysis.
- Travel 60% of the time to support the region with GIS activities as and when required.
INFORMATION COMMUNICATION TECHNOLOGY (ICT) AND TELECOM - 20%
- Provide ICT support to Southern Africa region, South Africa mission and projects.
- Ensure mission ICT policy is adhered to and revised from time to time to meet contextual changes.
- Provide tools for data protection following MSF laid down policy and procedures.
- Work in close collaboration with HQ ICT team and project teams to provide requisite support.
- To keep track of all ICT equipment and follow proper electronic disposal methods for all ICT equipment.
- Ensure all printers, scanners and other ICT gadgets are serviced and in good working condition.
- Make sure all telecommunication and ICT equipment is provided and works well, support mission teams when needed.
LOGISTCS - 10%
- Ensure vehicle service and preventive maintenance is carried out as per MSF standard procedures.
- Driver management ensure drivers conform to MSF driving standards and habits making sure protection of organization's image and reputation.
- Ensure provision of adequate fuel for the mission vehicles and fuel management tools are in place that informs fuel consumption.
- Provide support in fleet documentation i.e. tracking, registrations, insurance and licenses in close collaboration with the finance department.
- In close collaboration with human resources make sure facilities are well maintained and are habitable.
- Ensure adequate security is provided at all MSF premises as per context.
- Be readily available to participate in and support emergency interventions.
- Attend country support and Logistics meetings
- Support project Logistics managers and the mission in any ICT related matters
DATA CONFIDENTIALITY AND PROTECTION
The GIS - Log Specialist will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with MSF's data protection policy and SOPs.
He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to MSF and its partners or collected during his/her engagement with MSF.
REQUIREMENTS:
- Essential: Bachelor's degree in GIS Technology, Logistics and any other relevant degree
- Desirable: master's degree in the relevant field would be advantageous
- Essential: Specialist area experience in managing data collection, entry, maintenance and in managing or developing databases, as well as relevant experience in ICT and Logistics management
- Strong practical experience in using Geographic Information Systems (GIS)
- Pedagogical skills is a strong asset
- Previous work experience with MSF, other NGOs and in developing countries will be an added advantage
- Advanced knowledge of ArcGIS pro, QGIS. Proven knowledge of Microsoft office including Office 365 and SharePoint.
- Knowledge of Python, or equivalent statistical software an advantage.
- Language: English essential and Portuguese desirable
