The
Strategic Fuel Fund Association (SFF), a subsidiary of the
Central Energy Fund (CEF), manages crude oil storage facilities in the Western Cape, and environmental protection against oil pollution.

SFF currently seek to employ a


General Manager:
Trading
at Parow, Cape Town.


Responsibilities

  • Provide input to wider organizational strategy, policy and decision making.
  • Provide strategic advice to Executive management team and board.
  • Provide input for all strategic and annual planning processes.
  • Develop, establish, and direct the execution of the divisional strategy.
  • Submit formal reports against the operational plan and contractual obligations.
  • Constant monitoring of competitor and market developments in industry both locally and abroad.
  • Input into Strategic decision making on financial priorities, forecasts and budgetary allocations of SFF.
  • Oversee the management, maintenance and security of the National Key Points (Saldanha, Milnerton and Jetty)
  • Oversee the execution of the operational plan at the National Key Points.
  • Ensure that all activities and operations are performed in compliance with legislation and operational procedures and prescripts e.g. National Key Points Act.
  • Oversee and account for strategic stock.
  • Explore synergies with Oil producers and Oil producing countries for trading opportunities.
  • Maximize revenue and profit generation
  • Develop new markets and new products
  • Explore areas of synergies and partnerships
  • Develop strategy and business plans.
  • Develop PNL on possible transactions
  • Recommend possible profitable acquisitions of assets
  • Forming strategic alliances with key partners both locally and internationally.
  • Increase revenue generation to achieve targeted goals.
  • Implement SFF Hydrocarbon Strategy achieving SFF's mandate of Security of Supply
  • Identify alternative sources of revenue streams
  • Develop, manage and monitor the Business unit budget within the section to ensure funds are optimally utilized in the service delivery.
  • Ensures on time & accurate payment of service provider invoices
  • Check and administer costs against approved budget
  • Reduces cost
  • Ensure zero fruitless and wasteful expenditure
  • Focus on GtoG crude oil allocation opportunities
  • Explore opportunities of participating on refined product storage
  • Optimize the utilisation of the Saldanha tank farm
  • Solicit interest for the commercialization of the Milnerton tank farm
  • Pursue opportunities of supplying government within SADC with refined products, like Botswana.
  • Manages and conducts research on external Macro economic and political environment to position the company for next growth phase.
  • Identify possible assets for acquisition that have strategic fit with SFF business model
  • Provide market intelligence on profitable growth projects, especially infrastructural aspects
  • Explore opportunities to enhance the relevance of strategic stocks to the SA refining network system. i.e., types of crude oils
  • Support the CEF group on development of growth strategies
  • Contribute on identifying synergies and/ or initiatives that will benefit CEF subsidiaries
  • Contribute to the transformation agenda by onboarding BEE entities in the crude oil storage
  • Provide advice, guidance and consultative expertise to stakeholders regarding business development matters, direction and sustainability of SFF, to best meet strategic objectives and inform the decisionmaking process.
  • Gathering feedback from existing and potential clients to enhance and further develop and improve services within the organisation, and how these are market and pitched.
  • Maintains relationship with, port authorities, local authorities, internal and external stakeholders. Manage and monitor internal stakeholder performance and implement corrective actions to ensure stakeholder compliance to internal SLA's and the delivery of services as required
  • Maintain good relations with key stakeholders like Government ministries like DOE
  • Cultivate and maintain good relationships with SFF Board of Directors
  • Strengthen relations with internal stakeholders
  • Implementation of DOE stocks policy as per Ministerial Directive
  • Record keeping in line with regulatory, legal and audit requirements
  • Adherence to and knowledge of the following legislation:
  • Central Energy Fund Act
  • Department of Energy strategy
  • Department of Trade and Industry strategy
  • Mineral & Petroleum Resources Development Act
  • National Planning Committee strategy
  • Petrochemical / Energy industry
  • SFF policies and procedures
  • Preferential Procurement Policy
  • Public Finance Management Act
  • South African Legislation relating to SHEQ (e.g., Mine Health and Safety Act and Occupational Health and Safety Act etc)
  • Address all outstanding audit findings
  • Submit Monthly /Quarterly business reports to EXCO
  • Compile reports for Board Approval on key initiatives business
  • Development and review of business enabling policies
