The
Strategic Fuel Fund Association (SFF), a subsidiary of the
Central Energy Fund (CEF), manages crude oil storage facilities in the Western Cape, and environmental protection against oil pollution.

SFF currently seeks to employ an EXECUTIVE MANAGER in the Office of the CEO at Parow, Western Cape.


Responsibilities

  • Provide advice to CEO and EXCO regarding issues affecting SFF, provide executive summaries of government and other policy changes, the anticipated impact on the organization, and recommend actions to be taken in terms of the company strategy and policies to best meet changing requirements and support SFF strategic objectives.
  • Review documentation and provide briefings and executive support on all functions to the CEO for meetings and other interactions on external platforms, to ensure the CEO is optimally equipped to represent SFF.
  • Identify and evaluate risks in the Office of the CEO and collaborate with relevant departments in mitigating and eliminating risks accordingly, to ensure group risk is sufficiently managed.
  • Coordinate the implementation of SHEQ, good housekeeping and plant operating procedures to ensure that the workplace is always kept clean and safe for operation.
  • Research and develop proposals on various strategic initiatives and market trends (i.e., legislations and environmental).
  • Constant monitoring of competitor and market developments in industry both locally and abroad.
  • Identification of opportunities for collaboration in the Office of the CEO.
  • Work with the Executives in driving strategic initiatives across the business.
  • Develop and drive the corporate plan actions and targets with all executives.
  • Manage and support Business Performance by driving key performance indicators.
  • Manage and Support Risk Manager in identifying key strategic and emerging risks and mitigation plans.
  • Manage and support Cooperate SHEQ Manager in developing and implementing the HSEQ Management system.
  • Manage and support Corporate Affairs Manager and CSI activities.
  • Manage and support Facilities Manager and facilities activities.
  • Write and verify all CEO communications.
  • Keep Exco and CEO up to date with key CEO office initiatives.
  • Support the CEO in developing and shaping the strategy for SFF.
  • Execute some of the strategic initiatives on behalf of the CEO.
  • Chair or lead internal sessions on behalf of the CEO.
  • Conduct business analytics and present outcomes assisting the CEO in putting together all presentations as required.
  • Advise the CEO on critical business opportunities and risk areas by analyzing Exco and Board packs.
  • Consolidating and preparing the CEO Quarterly Board Report.
  • Contain costs to ensure that funds are optimally utilized in service delivery.
  • Input into Strategic decision making on financial priorities, forecasts, and budgetary allocations for SFF.
  • Provide input into organizational financial strategy and budgetary and planning processes.
  • Prepare and direct annual divisional budget to achieve budgeted results and other financial criteria, and to preserve the capital funds invested in SFF.
  • Monitor use of financial resources and ensure compliance with government and organizational directives and prescripts.
  • Compile and submit accurate financial data in accordance with prescribed guidelines, standards, and formats.
  • Submit Budgeting and financial monitoring and reporting report.
  • Facilitate the exchange of information between SFF and internal / external.
  • Stakeholders on behalf of the CEO and EXCO to encourage information sharing and facilitate the alignment and joint support for SFF strategic objectives and ensure consistent and uniform information and messages are shared.
  • Manage and Support SFF Stakeholders with the identification of key salient issues for various strategic meetings or engagements.
  • Oversee Resourcing and ensure optimal utilization of human resources/capacity within SFF.
  • Manage subordinates by assigning work/duties and assessing progress.
  • Provide required training and development to staff to ensure employee development and optimal performance.
  • Manage performance of subordinates and implement corrective measures where required through coaching/ training and mentoring.
  • Effectively respond to staff queries and manage and control the staff discipline.
  • Comply with relevant labor legislation requirements e.g., employment equity.
  • Manage the development and implementation of a personal learning and development plan to ensure continued development.

Minimum Qualifications and Experience

  • Relevant Graduate and Post Graduate qualification in Management, Finance or equivalent.
  • 510 years' Senior to Executive Level Management experience in a public and/or private sector.

Additional Certificates

  • CA would be advantageous.
  • MBA would be advantageous.

Technical knowledge

  • Good knowledge of the oil and Gas industry
