The Group Executive:

Transacting is the DBSA's functional lead in respect of overseeing and managing infrastructure projects from a long-term financial perspective.

He/she executes in the context of the DBSA strategy and governance structures, whilst ensuring projects' viability and profitability.

That is, he/she is responsible for leading and managing the strategic, tactical and operational objectives of the Transacting Division as well as the achievement of all associated Key Performance Indicators (KPIs).

Details follow hereafter. In support of the incumbent, the Transacting Division structure has 40+ incumbents and positions.


Key Responsibilities:


1. Infrastructure Investment Strategy Formulation, Direction & Implementation**a. In collaboration with the DBSA's front-line Divisions, review and develop medium to long term (5-10 years) infrastructure finance strategies, plans and activities as well as products and services, in line with the key strategic imperatives of the Bank and in support of stimulating infrastructure implementation, socio-economic growth, a green economy and human development mandates for the country and the rest of Africa.

b.

Facilitate value added services to clients by providing innovative finance and development solutions, inclusive of blended finance and loan syndication solutions, to drive impact.

c.

Deliberately engineer and manage collaboration across the DBSA Divisions to drive financial closure as per the deal process value chain.


That is:

  • Lead the due diligence process (inclusive of assessed project viability, profitability and longterm financial and project implications), deal structuring and the coordination of the requisite support (e.g., credit, legal and treasury specialists and so forth).
  • Facilitate the preparation of appraisal reports for Investment Committees and the approval of facility agreements with clients.

Lead the evaluation and feasibility of investment opportunities / project transactions with a view of ensuring that they are commercially sound, of excellent quality for debt financing and are in keeping with the DBSA's strategy and mandate.

Play a critical role in the Bank's financial sustainability and balance sheet growth by ensuring that approvals, commitments and disbursements are achieved.


2. Stakeholder Management**a. Manage complex stakeholder relations and maintain effective relationships with the Board, the Executive Committee and employees of the Bank.

b.

Develop and grow relationships with clients to increase the Bank's reach, influence and impact in infrastructure implementation within the country and the rest of Africa.


3. Leadership & Advisory Services**a. Serve as a member of Committee/s as required and provide informed recommendations and advice.

b.

Lead the development and implementation of policies, processes and guidelines applicable for functional areas of responsibility to ensure compliance and direction.

c. Present investment/financing proposals to the Management and Board Investment Committees.


4. People Management**a. Provide direction and management to the Division, to enable the strategy execution.

b.

Attract, retain and develop talent, ensure succession planning, sufficient capacity and capability in all critical functions supporting diversity and other people management strategies.

c.

Promote DBSA values and a culture of high performance through the implementation of performance management and other required people management processes.


5. Key Measurements of Outputs**a. Approved infrastructure investment strategy/ies and plans, products and services.

b. Value of project approvals, commitments and disbursements.

c. Profit optimisation targets and minimisation of Non-Performing Loan (NPL) targets

d. Client service ratings

e.

Operational efficiency key performance indicators (KPI's) targeted at the management of all resources, inclusive of:

i. Effective performance management of Transacting Division.

ii. Effective utilisation of capacity by re-organising resources to maximise efficiency

iii. Strong culture of performance and delivery in the Division

f. Good governance and ethical behaviour.

g. Unqualified audit opinion.

Minimum Requirements

  • Relevant post graduate qualification(s) in Business or Accounting, Banking, Economics, Finance, Science and/or a related discipline.
