Mzwandile Cele

I am a qualified and experienced Accounting Manager at the South African Reserve Bank (SARB) within the Corporate Services Department (CSD) under the Business Support Division. I have over my 13 years of professional experience having been involved in some of the biggest build projects in South Africa, including the Eskom Kusile power station project and build projects in the SARB. I hold a Postgraduate Diploma in Business Administration, Bachelor of Commerce in Accounting and Taxation and Diploma in Management Accounting. I am certified in Advanced Excel, Operational Modelling and PowerPoint presentation.

I have over the years gained skills and competencies such budgeting/forecasting, financial modelling, variance analysis, investment monitoring, project sourcing, tender evaluation, team management, communication and stakeholder engagement amongst others.

 I am responsible for the production of the departmental income statement, cash flow statement, balance sheet and risk register. I produce operational and capital budgets and forecasts, financial modelling and provide costs control management for four divisions within CSD. I report on open purchase requisitions, current open contracts and provide feedback on the tender processes for placement of contracts and provide solutions where there are roadblocks. I ensure adherence to the SARB policies and procedures and coordinate audits to ensure timeous and query minimised audit process. All the reporting is done to the departmental MANCO 

I participate in strategy formulation sessions where objectives include achieving compliance to various standards, certifications and norms. These strategies will be underpinned by numerous milestones such as the presentation and approval of an implementation strategy to group MANCO. I also have been a member of Investment Committees and Tender Committees; I am comfortable adjudicating tenders up to R100 million. These skills are underpinned by a high degree of competency in SAP, Oracle and Hyperion.

I am fully responsible for overseeing, monitoring and coordinating financial management activities across the build programmes.  This includes, but is not limited to, management of budgeting, expenses, variances, billing, payment, capitalisation and reporting in line with established accounting standards and policies of the SARB. 

I oversee, monitor and co-ordinate financial management activities across the programmes to ensure proactive and effective planning, coordination, accurate central document repository, execution, progress monitoring and reporting.
