About Eugine De Klerk:

I have vast experience in managing cross company programs and evaluating project progress to achieve timely results. 

I held management positions at Nokia Networks, Telkom SA and Ericsson as well as an Executive position at Cell C. I also held a senior management position in the public sector, where I headed up the Programme Management Office working for the Universal Service and Access Agency of South Africa. 

The diverse roles in my career have provided me with in-depth knowledge of Programme Management, Project Management, Business Strategy, Operations Management, Technology Strategy, Vendor Management, Financial Management and Human Resource Management. 

My qualifications include a Masters’ Degree in Business Administration with Project Innovation as one of the completed modules, a Postgraduate Diploma in Telecommunications and Information Policy, a National Diploma in Human Resource Management, a Leadership Development Programme, a Telecommunications Diploma and additional training from various institutions.

Authorized Service Provider/Vendor Manager - 01 Oct 2018 to 30 Apr 2023

Company – Ericsson (Supporting South Africa, Gabon and Botswana)

As Vendor Manager, I was responsible for building subcontractor capacity and capability in South Africa, Botswana and Gabon. I managed project contracts with the main aim of achieving defined key performance indictors in order to meet customer programme delivery expectations. 

Main responsibilities

  • Support execution of scope of work defined by the Program Management Office.
  • Plan appropriate subcontractor capacity within the network rollout projects.
  • Support Service Provider Governance - Operational Reviews, Project Reviews, Monthly Business Reviews and Executive Business Reviews. 
  • Support Sourcing, Program and Implementation Managers in creating the local Service Provider assignment strategy based on price, quality and Service Provider resourcing availability.
  • Support and manage escalations towards and from subcontractors.
  • Collect and monitor all Service Provider Performance Quality Indicators as they pertain to the deliveries performed on behalf of the organization.

MS Service Delivery Regional Manager -1 May 2017 to 30 Sep 2018

Company – Ericsson 

 

I fulfilled the role of Managed Services Regional Manager for Ericsson supporting the Vodacom South Africa network. 

Main responsibilities

  • Line Manager responsible and accountable for the end-to-end network operations activities on the Vodacom network with the sole aim of improving network availability and quality. 
  • Ensure that operations delivery towards the customer is fulfilling the contracted key performance indicators.
  • Drive improvements in line with the Ericsson Global Processes & Tools to strengthen the operational performance to ensure sustainability in the network.
  • Initiate actions to correct any deviations, involving the other functional areas as needed. 
  • Validate performance penalties with the customer and the contract manager. 
  • Build up the required competence according to contractual obligations in line with the needed delivery.

Senior Manager USAF and Broadcasting - 01 Feb 2015 to 30 April 2017

Company – Universal Service and Access Agency of South Africa

 

I headed up the Digital Broadcasting Migration Programme Office at the Universal Service and Access Agency of South Africa and successfully launched the digital migration programme. 

Main responsibilities

  • USAASA Programme Leader for the South African Broadcasting Digital Migration project working with programme partners such as SABS, SABC, Sentech, SAPO and Municipalities. 
  • Managing equipment and solution providers in the broadcasting environment.
  • Representing the organization to governmental agencies, funding agencies, national organizations, and/or the general public.
  • Interact and provide programme updates to various government institutions including Director Generals and reporting at Ministerial level.
  • Designing Terms of Reference documents required for the projects and function as a representative on BID Evaluation Committees and Bid Adjudication Committees. 
  • Develop and maintain relationships with Stakeholders in the Electronic Communication Sectors.
  • Analyzing and interpreting Telecommunication technology, laws, and policies.

Regional Executive: Networks - 01 Sep 2012 to 31 Oct 2014

Company – Cell C

 

I was the custodian of the network in the region and took overall accountability for network planning, project management, network implementation and operations of the core, transmission, IP and radio network in the region. 

Main responsibilities

  • Overall accountability for network KPIs such as network availability, call success rate, drop call rate etc.  
  • Managing the contracts of the different vendors such as Nokia, Huawei and ZTE in the region. 
  • Managing site acquisition, permitting, lease negotiation, site construction and contractor management activities.
  • Building strategic relationships with external partners, sub-contractors and local authorities, public / private sector within the region. 
  • Working closely with the sales team on proposals and pitches for business.
  • Core, Transmission, IP and RAN operations, network design, rollout, capacity management, performance management and quality management.
  • Performing various HR functions and preparing, controlling and administering the opex and capex budgets.
