I believe a standard can be used to measure competence when understanding the difference between a technical framework and a role description. 

The onus placed on frameworks  and measuring operations does reflect results. Training must be investigated to ensure delivery is amplifying operations improvement and  and create an individual with aptitude creating influence to change and improve both task satisfaction and orientation by influencing others.

When training and operation merged can deliver consistent and safe influenced results will the communication and true agreed measures be achieved and maintained, this is what good looks like and not just communicated.
