Bookkeepers replacing internal accountants?

I'm an accountant with 20 years+ experience. I recently resigned from a university in reversing a career move I made 8 years ago and going back to the corporate accounting sector.

Wow have things changed. Since when do accountants get that little money if, and a big IF, a company isn't advertising for a bookkeeper but actually want the same duties as an accountant. But with a ctc salary of a bookkeeper. So many jobs being advertise for a bookkeeper R15k - R20k but expect interpretation on cash flow reports, budgets, preparation for annual audit etc. 

Business don't have money to afford accountants but now accountants are being forced to apply for a bookkeepers job. I even saw some “senior bookkeeping” jobs where a CA(SA) would be beneficial…… sad part is, they are probably going to get it.

So, back to an accountant in practise it is…… commercial sector is either CA(SA) or a bookkeeper. What even happened to a senior financial accountant not having to be a CA?
