    Description

    Senior Manager - Contracts Management Unit

    The company seeks a skilled Senior Manager for its Contracts Management Unit. This role leads strategic management and control of contracts, ensuring effective alignment with the company's objectives.

    Duties & Responsibilities

    • Manage commercial and contract matters for infrastructure projects, including maintaining the contracts register.
    • Develop policies and procedures in line with Municipal Finance Management Act, Public Finance Management Act, and Water Supply Chain Management policies.
    • Implement strategies and business plans aligned with Service Delivery and Budget Implementation Plan, Infrastructure planning, Project Management Unit, and Engineering Services Unit standards.
    • Troubleshoot problems escalated from Chief Contracts Manager and Chief Quantity Surveyor.
    • Manage procurement process for Capital Expenditure contracts.
    • Develop and present annual operations plan and budget for incorporation into CAPEX departmental budget.
    • Provide leadership and management in Contracts Management Unit through proactive planning.
    • Develop Standard Operating Procedures for sustainable Contracts Management Services.
    • Implement control systems and processes necessary for Contracts Management Unit success.
    • Develop and manage CAPEX budget, controlling expenditure to achieve objectives.
    • Compile reports and statistics, and administer CAPEX Contracts Management Dashboard.
    • Understand and utilize in-house Management Information System relevant to discipline.
    • Manage contractors and project implementation Key Performance Indicators and Key Performance Areas.
    • Be responsible for CAPEX/OPERATIONS Procurement Documents, from review to bid advertisement to tender award.

    Desired Experience & Qualification

    Essential qualifications and experience:

    • Bachelor's degree in Quantity Surveying or Law, plus 18 years' experience, 8 at managerial level. OR
    • Registration as professional Quantity Surveyor or Arbitrator with experience in Contract Management for Infrastructure Projects.
    • Knowledge of Supply Chain Management and construction and contract law knowledge is essential.
    • Valid driver's license required.
