Job Advert Summary:


Purpose of the position:


The purpose of the Compliance Officer is to initiate, develop, direct, coordinate and manage policies and procedures pertaining to the implementation and reporting of grant-funded projects.


Minimum Requirements:


  • CA(SA) or BComm (Hons) degree in Finance or Compliance
  • Minimum 5 years relevant experience or completed articles and 1year post articles experience
  • Minimum of 1year audit experience
  • Experience in funder finance and compliance reporting
  • Funder rules and regulations including but not limited to Global Fund, USAID PEPFAR and Code of Federal Regulations
  • Previous exposure within an NGO/NPO environment
  • Knowledge of USA federal, state, local government, and private funders' statutes, rules, and regulations is advantageous
  • Proficient in Word, PowerPoint and Excel (formulas, pivots, charts), SharePoint, Google drive
  • Clear criminal record

Duties and Responsibilities:


Reporting

  • Work directly with the Grants and Legal Manager, Junior Compliance Officer, Compliance Administrator and / or Legal Administrator to coordinate reporting, audit responses, and other grantrelated activities
  • Provide direct assistance to the Grants and Compliance Manager, Junior Compliance Officer, Compliance Administrator and / or Legal Administrator in the formulation and implementation of relevant organisational policies and procedures
  • Develop and update appropriate templates to assist subawardees budgets / reporting
  • Complete compliance checklist on subawardees reporting
  • Review and prepare, if necessary payment requisitions linked to subawardees
  • Compile and analyse subawardees expenditure on a monthly, biannual or annual basis, as required
  • Prepare for review and review the management pack for subawardees on a monthly, biannual or annual basis as applicable

Budgeting

  • Serve as a resource during the annual budget processes including support to ensure the finance system is updated, if necessary
  • Prep and review subawardees budgets for compliance as necessary
  • Initiate and process redirections and prior approvals linked to subawardee budgets

Contracts and Grant Management

  • Serve as a resource for programmatic staff during the project development process focusing on allowable expenditures and the project budget
  • Summarise key areas of contracts and grants and updates the deliverables calendar
  • Prepare and review contracts and contract amendments relating to modifications for subawardees as required

Compliance Monitoring and Support

  • Conduct detailed monthly, biannual and annual reviews and audits of subawardees progress against contracted requirements and financial documents
  • Prepare, review and document and produce reports and letters relating to subawardee performances, as required
  • Organise, perform and manage site visits and conducts ad hoc verification on subawardees
  • Provide capacity building and support to subawardees as required
  • Stay up to date with funder rules and regulations and monitors compliance with the rules
  • Initiate and administer preaward and postaward in conjunction with the Grants and Compliance Manger, as applicable
  • Initiate and administer the close out process when applicable

Administration

  • Ensure compliance with funder requirements regarding disbarred vendors, purchasing regulations, equipment inventory, and closing documents
  • Oversee the filing system for retention of manual records as well the electronic filing system on SharePoint
  • Perform other duties as assigned
