DESCRIPTION
This role forms part of a team that will be implementing a COVID-19 Vaccination project within the Mpumalanga province. This position will lead on all Monitoring, Evaluation, Reporting and Learning project related activities within the Mpumalanga province.

The Monitoring, Evaluation and Reporting Manager will be responsible for daily, weekly and monthly data collation, data analysis against performance metrics, ensuring that the correct data is collected and is submitted in the correct format, tracking implementation of quality improvement measures and vaccination programme reporting in Mpumalanga.

The M&E manager will also be part of the Change Management team.

PURPOSE

The purpose of the M&E Manager is responsible for systems and process flows related to the design, management, monitoring and reporting of progress against the project's performance indicators and targets for the number of vaccinations.

RESPONSIBILITIES

Overseeing the capturing of Covid19 vaccine data for analysis and reporting standards
Manage complete data collection and reporting tools at the COVID19 vaccination sites;
Manage all aspects of data analysis and reporting on performance indicators by project team members and project counterparts;
The development of all reporting deliverables;
Manage the collection of all M&E forms completed by the project team within specified timeframes.
Continuously visit and assess vaccinations sites for, quality control, guidance and feedback on data collection and submission activities;
Track and update progress to monitor the achievement of indicator targets and examine project progress towards desired outcomes and impact and provide timeous reports;
Work with the Team Leaders to develop monitoring and evaluation and risk management plans for each new activity in the activity development phase;
The compilation of weekly, monthly and quarterly technical reports to Management;
Establish/refine monitoring systems and tools to measure the rate of vaccination progress;
Develop/refine methodology for data collection at vaccination sites;
Utilize critical inputs, feedback, and assessments from evaluation partners to inform changes in the vaccination program approaches and scaleup;
Manage the collation of data from EVDS and manual vaccination registers;
Coordinate evaluations in project documents and operations research, including design, data collection, management and analysis;
Develop and manage quantitative and qualitative data analysis and writing of the reports;
Ensure proper filing of all vaccination documents both paper based and electronically;
Ensure quality of data collected through periodic verification procedures including routine data quality audits.

SKILLS AND COMPETENCIES

Strong technical skills, including the ability to process and analyse data;
Strong oral and written communication skills;
Strong knowledge about the Healthcare sector, processes and systems;
Working knowledge of COVID19 vaccination practice and procedures;
Performing quantitative and/or qualitative analyses with data sources;
Proficient in Microsoft packages, M&E frameworks and any related software/ tools;
Ability to problem solve;
Good administrative and report writing skills;
Attention to detail;
Ability to take corrective action as and when required;
Strong interpersonal skills;
Ability to meet project deadlines

QUALIFICATION AND EXPERIENCE

Bachelor/Diploma in Project Management or equivalent;
Five (5) years of proven experience with Monitoring, Evaluation and Reporting;
Demonstrated experience in program/ project management, experience and knowledge in a COVID19 programme is advantageous;
Must be fully vaccinated
Travel and overnight between Johannesburg and Witbank as required.
