ROLE PURPOSE

  • Accountable for the development of a tactical work plans and formulate associated practices to ensure the effective operational implementation as it relates to the procurement function across the Scheme, by formulating and driving a consistent approach towards all screening, sourcing, purchasing and tendering activity within the Scheme, ultimately ensuring that value for money is maximised and cost savings are generated throughout the procurement cycle and ensuring BBBEE is adhered to.
  • Provide input into the development of the divisional strategy (BBBEE and annual procurement plan) as well as to develop a supporting tactical work plan for the procurement department.
  • Implement the tactical work plans by developing operational activities, ensuring that the procurement cycle is executed effectively on a monthly basis.
  • Drive continuous improvements at an operational level by ensuring the development, alignment and implementation of continued end to end processes and systems.
  • Establish and maintain appropriate formalized procurement policies and procedures across the Scheme.
  • Develop a suitable service provider database and protocol for ongoing supplier management.
  • Maintain the tendering process for major contracts that will be rolled across the Scheme.
  • Collaborate with the business and negotiate contractual arrangements with suppliers to ensure that value for money and excellent service levels are maintained and optimised across the all categories of expenditure.
  • Design appropriate reporting and monitoring mechanisms that clearly highlights cost savings achieved by supplier and validate supplier performance.
  • Establish, maintain and improve the department's SOP's and guidelines relating to the procurement department.
  • Accountable for the compliance of the departmental risk profile as well as implementing sound governance and compliance processes to identify, manage and mitigate risks within the procurement department.
  • Monitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements.
  • Support and provide evidence of all audit requirements as required by internal and external audit service providers.
  • Adhere to relevant laws, regulations, policies and procedures that provide the internal controls needed to safeguard resources.
  • Accountable for providing input in the planning and compilation of the division's annual budget aligned to operational delivery plans to support the implementation of set objectives.
  • Accountable for budget implementation, management, monitoring and reporting on any variances
  • Ensure the deployment of proper financial controls to manage the departmental budget.
  • Build and lead an effective and cohesive team, implement effective succession planning, people management, development, recruitment, and retention strategies for the department.
  • Create a high performance culture and manage team performance effectively by cascading of annual performance goals and measure against agreed set objectives / work plan.
  • Ensure that the working environment contributes to improving employee engagement, recognition and increased productivity.
  • Effectively engage with departmental stakeholders about the value of robust procurement and ensure adequate internal training and processes are understood and best practices adhered to.
  • Implement timeous communication on progress and challenges and in achieving tactical delivery plans to impacted stakeholders.
  • Build and maintain stakeholder relationships for the purposes of expectations management, knowledge sharing and integration.

Experience

  • 35 years in procurement field
  • 2 years tendering experience

Qualification

  • Degree/Diploma in Supply Chain Management

Salary:
Up to R850,000.00 per year
