Description

Lead the technical execution of highly complex multi-disciplinary analysis with informed conclusions in support of the Financial Intelligence Centre's mandate.


TECHNICAL COMPETENCIES- Applied working knowledge of the Constitution, Criminal Procedure Act, the National Strategic Intelligence Act and the intelligence cycle, the POCA and FIC Act as well as South African laws of evidence.


  • Prepare complex financial intelligence products on a variety of issues spanning the scope of FICs analytical requirements and affidavits, followed by testimony (where required) to support law enforcement efforts.
  • Assess, report and testify about analysis and findings aligned with legislative parameters.
  • Enhance, guide and advise the organisation on highly complex multidisciplinary analysis to gather, analyse, interpret and represent relevant data
  • Lead and ensure accurate, reliable and admissible evidence are obtained to support analysis findings.
  • Serve as technical reference and provide technical leadership to team members and law enforcement stakeholders in the identification of financial intelligence requirements and the execution of the information gathering, investigation and prosecution process.
  • Allocate and supervise work of the team members.
  • Evaluate, assess, and enhance the quality of financial intelligence reports and evidence.
  • Solve highly complex investigative assistance challenges and act as a technical reference to team members.
  • Lead and ensure correct responses to highly complex investigation support matters.
  • Exercise judgment based on previous experience to solve highly complex problems.
  • Mentor and guide other members of the FIC and law enforcement stakeholders.
  • Work in conjunction with other divisions/units within the FIC or other government departments / agencies to ensure access to and sharing of appropriate information.
  • Lead in the identification and assessment of highly complex, complete, and accurate reports / affidavits and testimony (where required) and work with senior members of other government departments / agencies in support of law enforcement efforts.
  • Conduct presentations of technical information concerning complex analytical issues to informed audiences including the law enforcement environment to support informed decisionmaking.
EDUCATION, SKILLS AND EXPERIENCE

  • Education
  • Relevant University Degree and Postgraduate qualification.


  • Experience

  • Minimum 1015years' experience in a relevant field.
Working experience and applied practical experience in the following industries are relevant:


  • Intelligence
  • Policing / Law enforcement
  • Forensic investigations or litigation
  • Accountancy or forensic accountancy
  • All or any of the above need to include applied experience in forensic evidence in judicial processes.
  • Minimum 1015 years' relevant experience in the following.
  • Coordinating or leading complex investigations and teams.
  • Facilitation skills
  • Antimoney laundering training or practical experience in the field of combating the proceeds of crime is a prerequisite.
  • Applied knowledge of the criminal justice, security and financial regulatory framework.
  • Extensive proven legal drafting skills.
