    Description

    Job Purpose

    To pioneer the implementation of SEZ governance and sustainability strategies, developing competitive Special Economic Zones in South Africa.

    Key Responsibilities

    1. Accelerate SEZ Governance Model Implementation
      • Develop a new SEZ governance model promoting better coordination
      • Mobilise national support for implementing the new SEZ governance model
      • Coordinate government and sector departments' involvement in planning and developing SEZ
      • Support provinces and SEZ on establishing SEZ entities
      • Establish SEZ entities
      • Ensure SEZ establishment adheres to the SEZ Act and dtic standards
      • Maintain good corporate governance through prudent financial management and enhancing project viability and sustainability
    2. Provide Technical Support Services on Sustainability to SEZs
      • Develop financial sustainability models for Special Economic Zones
      • Capture regional competitive advantages
      • Identify funding opportunities for viable SEZ, including external funding, joint ventures, and grants
      • Evaluate viability and risk of new SEZ projects and make recommendations
      • Coordinate development of SEZs with other institutions based on growth stage
    3. Accelerate Industrialisation through SEZ
      • Formulate and implement SEZ plans and strategies aligning with current industrialization programs in South Africa
      • Develop, execute, and monitor the regional impact of the SEZ program
      • Mobilise private sector and government on implementing SEZ plans
      • Stay up-to-date with market trends
      • Identify and initiate high-impact programs and projects within various SEZs
      • Market provincial industrial opportunities among potential local and international industrialists
      • Support the development of guidelines on initiatives linked to success criteria for SEZ best practice
    4. Research and Best Practice in SEZ and Regional Development
      • Oversee research projects driving continuous improvement of the Programme
      • Research new and existing processes, materials, and techniques on regional development and SEZ growth
      • Understand market trends and market analysis to guide programme development in new areas
      • Evaluate technical risks and mitigation plans
      • Stay abreast of industry standards, regulations, and potential changes

      Qualifications and Experience

      Requirements include:

      • Degree in Business Sciences, Economics, Finance, or Development Economics
      • Honours or Masters Degrees preferred
      • Member of a professional body is an advantage
      • 5-8 years experience in Senior Management position in regional development
      • Thorough understanding of Public Finance Management Act (PFMA)
      • Advanced knowledge and experience in industrial development and regional development
      • Good capability in developing policy, guidelines, and development instruments
