Description
Acquisition
- Coordinate the process of bids to ensure compliance with policies, standard operating procedures, instruction notes, legislative prescripts and regulatory frameworks
- Lead SCM bid administrative functions and technical support to bid specifications and evaluation committees
- Ensure that procurement source documents are verified, standard bidding documents are fully completed by service providers in accordance with departmental policies and procedures and compliant with applicable legislative requirements

Performance Reporting:
Lead in the consolidation of monthly inputs to produce SCM performance reports against the Annual Performance Plan.
- Collate data: Ensure that reports and presentations are readily available for management use
- Monitor and report on BBBEE/Preferential Procurement spending in terms of the Department's targets and report on a weekly/monthly basis on performance against the procurement plan.
- Provide continuous guidance to prospective bidders and clients
- Ensure implementation of secretariat role during bid specification and evaluation committee meetings
- Risk Management: Participate and provide support in the conduct of the annual SCM Risk Assessment
- Risk Reports: Coordinate Internal and External Audit engagement processes, steer the SCM response process and provide analysis of audit queries, management responses and Audit conclusions.
- Ensure timeous reporting to Treasury
- Perform any other assigned duties in relation to the implementation of the Supply Chain Management system of the Department
Contract Management
- Monitor compliance to contracts and service level agreements
- Evaluate and monitor performance on contracts of service providers
- Monitor expiry of contracts and advise timeously on renewal of critical contracts in advance
- Provide guidance in recommendation of variation orders or extension of contracts
- Assist in dispute resolution arising in award, performance and review of contracts
- Implement contract registers and ensure that they are compiled and updated timeously
- Ensure that information is gathered and respond to audit queries accordingly

Qualification and Experience
- 3year qualification in Supply Chain Management or Finance
- 5 years in SCM and
- 2 years in a supervisory or senior role

Salary:
R43 639,6- R44 000,00 per month
