    Background information

    Kindernothilfe (KNH) is a children's rights organisation based on Christian values. Since its foundation in 9, the organisation has been committed to the recognition of children and young people in situations of poverty and marginalisation as subjects of rights. In 0, Kindernothilfe in Germany and its branches in Austria, Switzerland and Luxembourg protected and strengthened the rights of 1.9 million children and adolescents through projects in countries in Africa, Asia, Latin America and Europe. KNH implements awareness raising, education and advocacy projects in line with development policies. The projects contribute to the realisation of children's rights through the UN Convention on the Rights of the Child. Over the past ten years, Kindernothilfe has focused on promoting the Child-rights based approach (CRA) in order to change children's lives for the better in the long term.

    Funding Development Services (FDS) is a local non-profit organisation that supports non-profit organisations in Southern Africa that assist projects working primarily with women and children.

    KNH intends to support our local partner organization Humana People to People in South Africa (HPPSA) in implementing a project focusing on climate change response and resilience in rural communities of Mogalakwena Local Municipality in the Waterberg District of the province of Limpopo. In this context, climate change response and resilience refer to the ability to anticipate, prepare for, and respond to hazardous events, trends, disturbances, and impacts related to climate change. This project will receive funding from KNH and from the German Federal Ministry for Economic Cooperation and Development (BMZ).

    Purpose of the feasibility study

    The purpose of the feasibility study is to provide a sound basis for further developing the project strategies into a project proposal by identifying project prerequisites, opportunities, and risks.

    The specific objectives of the feasibility study are:

    • Assessment of the ecological and socio-economic situation with regard to a project on climate change response and resilience in Mogalakwena local municipality.
    • Critical review of the theory of change and planned project strategies and an assessment with regard to relevance, effectiveness, efficiency, impact, and sustainability .
    • Assessment of the capacity of HPPSA in view of the planned intervention with suggestion – where necessary – of measures to strengthen the capacity of the organization.
    • Recommendations for the project strategies and project measures and provision of alternatives to the strategies, where applicable.

    Methodology

    The consultant is requested to use at least the methods listed below. Further suggestions are welcome, whereas a methodology should be considered that is feasible to implement in the set time frame and most suitable to answer the specific questions of the study.

    • Document review of evaluations and studies from predecessor projects of HPPSA and additional civil society actors; provincial, district, municipality, and community plans for climate change response and resilience.
    • Interviews and/or FGD with staff of HPPSA, civil society actors in Waterberg district, relevant provincial, district, municipality, and community level stakeholders, among them Department of Forestry, Fisheries and the Environment (DFFE), District Disaster Management Centre (DDMC), Department of Social Development (DSD), Department of Agriculture, Land Reform, and Rural Development (DALRRD), Department of Basic Education (DoBE), Department of Cooperative Governance and Traditional Affairs (COGTA), Department of Water and Sanitation (DoWS), Technical and Vocational Education and Training (TVET), and Universities. On the community level following stakeholders should be included but are not limited to women, children, traditional leadership and youth leadership.

    The study is limited to the following geographical areas (if not mentioned differently):

    Mogalakwena local municipality of Waterberg district, Limpopo Province.

    A recently developed theory of change (ToC) and concept note are available on request.

    Deliverables

    Inception report in English language to be discussed with KNH and the project partner in line with the information provided by KNH.

    Presentation of the results of feasibility study in English in virtual meeting(s).

    Final report.

    Time frames

    The study should start in the second half of April 3.

    The (draft) report should be available by the end of June 3 at the latest.

    The final report should be available not later than mid July 3.

    The Consultant's application should include :

    • Their understanding of the TOR
    • CVs of key persons involved in the feasibility study with their roles and responsibilities
    • References on similar assignments already conducted.

    A detailed financial proposal with a break-down of costs for professional fees, travel, per diems and other related costs.
