Job Title:
Specialist, Community Development


1. Job Intent

PURPOSE:


  • To identify, design, develop, plan, manage, implement, monitor and report on Business Unit's community development Local Economic Development/Social and Economic Development/Economic Development projects according to Company processes and relevant legal/regulatory requirements.
  • To manage resolution of internal and external Business Unit community development audit findings.
  • To manage community development service providers.
  • To support, participate in and manage stakeholder engagement related to the Business Unit's Local Economic Development/Social and Economic Development/Economic Development community projects.

2. Job Requirements

2.1 Qualifications:


  • Bachelor of Social Science (Essential/Minimum)
  • Certificate in Stakeholder Management (Essential/Minimum)
  • Certificate First Line Management (Essential/Minimum)
  • Certificate Project Management (Recommended/Desirable)

2.2 Experience:

3-5 years relevant experience in community development including practical/hands
- on project development, management and implementation, budget management and stakeholder engagement. Business development/ enterprise development experience. Essential/Minimum


3. Job Outputs / Tasks

  • The incumbent will inter alia be responsible for the following:_

Community Development

  • Conduct analyses to understand local/provincial sociopolitical, socioeconomic and relevant legal/regulatory environment in which the Company/Business Unit (BU) operates to inform BU's community development priorities/plans, including conducting a social baseline/community needs assessment to understand the local community context. Ensure indepth understanding of Mineral and Petroleum Resources Development Act (MPRDA)/Broad Based Black Economic Empowerment (BBBEE)/ Social and Labour Plans (SLP's) guidelines/Local Economic Development (LED) national framework/mining charter/municipality's Industry Development Plans (IDP's) etc.
  • Support manager stakeholder affairs to develop/update the BU's SLP LED section, including engage local communities/municipality to identify/agree on projects, identify LED/Social and Economic Development (SED)/Economic Development (ED) projects aligned to provincial development plans/municipality's IDP/BBBEE and mining charter targets/national development priorities/the Company community development strategic plan and in collaboration with corporate community development, BU Human Resources (HR), Supply Chain Management (SCM), finance etc. Develop high level scope per LED project. Ensure LED projects have an ED focus.
  • Identify enterprises to be included in ED programme and collaborate with SCM regarding the development needs of identified suppliers.
  • Manage ED programme with service providers.
  • Assess ED beneficiaries and conclude Memorandums of Understanding (MoU's).
  • Determine monetary/nonmonetary (training) support required.
  • Monitor/evaluate/report on progress.
  • Identify ED beneficiaries that could become suppliers. Collaborate with BU and corporate SCM regarding the integration/alignment of ED and supplier development plans/initiatives.
  • Support manager stakeholder affairs to prepare BU community development reports including milestone/progress/financial reports to corporate community development and Our Clients Chairman's Fund (ECF)/Our Clients Fund (EF), SLP report to Department of Mineral Resources (DMR), mining charter report, BBBEE report, integrated report, board etc.
  • Monitor/report on performance against SLP/mining charter/BBBEE targets and commitments
  • Accurately record and report Rvalue of all BU donations, including nondiscretionary, volunteerism, community development sponsorships and donations in kind etc.
  • Evaluate requests for donations according to the Company's donation criteria and prepare donation requests for ECF/EF
  • Manage execution of donations/sponsorships including branding opportunities
  • Manage/coordinate level 1 audits on SLP LED projects, corporate level 2 audits, external audits and DMR SLP LED inspections
  • Support coordination of community development forums and ensure accurate record keeping for reporting purposes.
  • Participate in relevant internal/external community development forums as required
  • Support risk management processes/systems for community development.
  • Identify and analyse risks related to LED/SED/ED projects

Compliance, Governance and Assurance

  • Ensure all initiatives are delivered in accordance with the Company, stakeholder affairs, stakeholder management, corporate communication and community development policies, guidelines, procedures etc.
  • Adhere to sound corporate governance principles
  • Ensure BU adheres to all relevant community developmentrelated legislation/regulations and advise BU on potential impact of changes in the regulatory environment that will affect the Company/BU
