Railway Safety Officer - Midrand, Gauteng - Job ID 4001


Railway Safety Officer needed to oversee the development and review of the SMS, monitor compliance with all applicable railway safety standards, railway legislation, and all other requirements to ensure compliance with all Safety Permit requirements.


Ideal:

Degree in safety management or related qualification and 5 years practical experience in the development, implementation, maintenance, and auditing of Railway Safety Management Systems (SMS).

Primary purpose:

To oversee the development and review of the SMS, monitor compliance with all applicable railway safety standards, railway legislation, and all other requirements to ensure compliance with all Safety Permit requirements.


Job description / core competencies:
To develop/review and implement Railway Safety Management System (SMS) based on SAN 3000/1.

To develop, implement, and coordinate compliance with all applicable Railway Safety Standards.

To undertake compliance audits to determine level of compliance with Railway Safety Systems by all Divisions and subcontractors.


To develop and present specific railway safety training on all changes or revisions made on the SMS and applicable railway safety standards.

To present SHEQ Induction Training.

Interact with RSR on all operational safety matters.

Coordinate planned and ad-hoc inspections or audits requested by RSR Inspectors.

To coordinate and undertake SMS audits in conjunction with other SHEQ staff as per the annual plan.


To effectively management all railway safety related non-conformances raised by RSR Inspectors, legal compliance Auditors, BCC, GMA, and non-conformances raised during internal audits.

Attend Project Quarterly Liaison Meetings.

Attend monthly SHE Committee Meetings as well as Monthly EMS Liaison Meetings.

To review emergency plans, organise and lead railway emergency drills.

Specific Responsibilities

Manage all day-to-day interactions with RSR including:

  • Scheduling meetings with RSR and relevant Gautrain entities in case of new works projects or remedial works.
  • Arrange and coordinate liaison meetings.
  • Follow up on all matters raised at liaison meetings and ensure that all such matters are closed by relevant Managers on time.
  • Make proactive followups on all RSR related matters.
  • Ensure that all audits and inspections are properly scheduled, all corrective actions are closed, etc.
  • Arrange investigation of all railway occurrences.
  • Interact with Service Delivery and Maintenance staff regarding adequate closure of all reported occurrences.
  • Attend all occurrence investigations and where required, lead occurrence investigations.
  • Facilitate the review the Railway Safety Management Systems (SMS) to ensure safe operations and maintenance of Gautrain.
Develop and implement programs to ensure compliance with all railway safety systems.


Conduct railway safety awareness sessions with relevant staff members to ensure full understanding of Railway Safety Management Systems (SMS), legal, and standards requirements applicable to their jobs.

Establish programs to instil a culture of railway safety consciousness amongst the safety critical and safety related staff.

Undertake internal safety audits and coordinate all external safety audits.

Initiate and/or coordinate emergency drills/simulations as per the plans discussed and approved by SHERQ Executive.

Align railway safety programs with RATP Dev railway safety strategies, and coordinate implementation of any recommendations from RATP Dev.


Undertake any other duties as assigned by higher authority and support other SHERQ team members in view of achieving common divisional and business goals.

Job Qualification & Experience:

Diploma in safety management or Environmental Health.

5 years practical experience in the development, implementation, maintenance, and auditing of Railway Safety Management Systems (SMS).


General knowledge of railway safety rules, railway operating safety (safe movement of rail requirements), train operations especially in the passenger railway operations, knowledge of rail work permit system, general knowledge of South African health and safety legislation, Railway Safety legislation and applicable SANS Standards.

Previous experience as Safety Administrator, RSR-NIMS System Understanding of company environment and skills in computer systems.

Possess analytical and critical thinking ability (data interpretation, analysis of incident trends, etc).

Ability to communicate with staff at all levels (presentation skills, confidence, passionate about OHS through leading by example).

Team player (approachable, available, strong link in the team).

Possess leadership qualities.

Administrator, Railway Safety Instructor/Facilitator etc.

Sound presentation and technical report writing skills.
