Purpose of the position:

The Project Manager will be responsible for the overall planning, coordination, and execution of
the VMMC RTC/CDC project, ensuring that the project goals, objectives, and deliverables are
achieved within the specified timeframe and budget, while adhering to the terms and conditions
outlined in the agreement.

**Main responsibilities: - Responsible for technical leadership and management of the project. This includes project

planning, implementation, administration, compliance, and operations.

  • Overseeing of trainings and certification.
  • Management of Administrator, Faculty/Mentor and Anchors.
  • Allocate faculty to facilities in the districts.
  • Ensure mentors allocated for practicals.
  • Oversee logístical arrangements regarding travel for faculty, venue hire, and catering.
  • Oversee registration and review progress of online component.
  • Manage practical sessions with mentors and logbooks signoff.
  • Routinely conduct faculty and student satisfaction surveys.
  • Budget (grant) management:
  • Manage project budget, ensuring efficient allocation of resources.
  • Monitor expenditures and report on financial performance.
  • Understanding and adhering to the specific terms and conditions of the grant
agreement.

  • Ensure compliance with reporting requirements, budgetary constraints, and project
milestones.

  • Foster effective communication and collaboration among crossfunctional project team
members.

  • Identify potential risks and develop strategies for risk mitigation. Monitor and manage risks
throughout the project lifecycle.

  • Establish and maintain strong relationships with key stakeholders. Communicate project
progress and outcomes to stakeholders in a clear and timely manner.

  • Ensure the quality of the project deliverables through rigorous monitoring and evaluation
processes. Manage Monitoring, Evaluation and Learning (MEL) Plan, which includes
indicators, targets, data sources, collection methods and reporting frequencies
corresponding to requirements of the project.

  • Prepare and submit regular progress reports to the grantor and FPD management. Maintain
accurate and up-to-date project documentation.

  • Ensuring that all staff involved in VMMC and HTS services within the VMMC program are
trained per DoH, WHO, and PEPFAR/CDC guidelines on all VMMC related trainings as per
scope of practice.

  • Ensure efficiency and safety of service delivery at all levels.
  • Ensure that all locum and contracted VMMC personnel are trained, competent, and certified
before performing VMMC activities and/or services.

  • Implement routine performance of skills audits for all VMMC personnel to guarantee their
knowledge and skills and to identify training needs on an ongoing basis.

  • Ensure routine and constant VMMC refresher training per the DoH national guidelines or
other relevant standard operating procedures (SOP).

  • Ensure provision of ongoing supportive supervision to all VMMC service delivery personnel.
  • Provide routine supportive supervision and QA visits for timely identification of training/skill
gaps and implementation of CQI activities and/or trainings as needed.

  • Supporting the development of longterm sustainable and integrated VMMC capacity at the
service delivery level through working closely with DoH at all levels to provide training,
mentoring, and other appropriate Technical Assistance.

  • Where and when appropriate, providing training for implementing partners involved in the
design, implementation, and/or monitoring of activities on stigma, discrimination, gender
equitable norms, human rights, and community engagement to minimize the likelihood for
activities to unintentionally increase stigma and discrimination directed towards PLHIV,
people with TB, and other KP.


Qualifications:


  • Honours, Postgraduate Diploma or Master's degree.
  • Certificate in Project Management
  • Voluntary Medical Male Circumcision Certificate (advantageous)***
    Jobrelated experience required:
  • Minimum of 5 years project management experience.
  • Minimum of 5 years' experience in a training environment.
  • Minimum of 5 years middle management experience.

Additional requirements:


  • Proficiency in reading, speaking, and writing English.
  • Proficiency in another language will be advantageous.
  • Proficiency in Microsoft Office.
