Description

A fixed term contract exists for a Procurement Manager within the Localisation Support Fund, appointment will be on a 3-year (36 months) fixed term contract.

Key Purpose:


The LSF Purchasing Manager is responsible for sourcing, evaluating and negotiating with vendors and suppliers with expertise that can be deployed into localisation projects.

The Purchasing Manager works closely with the Programme Manager in identifying potential supplier sources, matching capability with requirements, negotiating favourable terms and ensuring contractual obligations are met.

Executive Head of the LSF


Key Responsibilities:


Procurement strategy development

  • Building a procurement strategy that aligns to the LSFs governance framework and organisations strategy
  • Developing procurement priorities associated with the mandate of the LSF
  • Establishing Key Performance Indicators for vendors that enable the LSF to deliver impact for companies and sectors
  • Developing and activating procurement processes and documents including Vendor Onboarding, RFI's, RFP's and Contracting Formats

Sourcing and Onboarding Vendors and Sector Experts

  • Engaging with the Executive Head and Programme Manager to understand the requirements for goods and services
  • Vetting and selecting vendors the LSF needs to deliver on its mandate
  • Building a database of capable vendors and Sector Experts

RFP Management

  • Creation and issuing of RFPs in collaboration with internal team members and key stakeholders to ensure clear specifications and expectations
  • Administration of the RFP process from inquiry to contract award

Contract Monitoring

  • Set, track and maintain contracting within approved budgets
  • Work with the Programme Manager to monitor and report on the meeting of project obligations and metrics
Job Requirements


QUALIFICATION REQUIREMENTS

  • Valid Professional Membership with Chartered Institute of Procurement and Supply (MCIPS Preferred)

KNOWLEDGE AND EXPERIENCE REQUIREMENTS

  • 5+ years' experience as a Procurement Manager
  • Demonstrated Commercial and Financial awareness
  • Exposure to Manufacturing and Supply Chain knowledge would be advantageous
  • Proficiency in relevant Procurement Software
  • Excellent computing and data processing skills
  • Strong analytical and critical thinking
  • Communication and presentation skills
