Minimum Requirements:


  • Must have a Bachelor's Degree in Natural Science / Environmental Management / Economics / Business Management, and Social Sciences (Development Studies) or equivalent NQF Level as recognised by SAQA
  • Postgraduate qualification in Economics will be an added advantage
  • Minimum of 5 year's experience in working with Small Scale Fisheries Cooperatives or related, of which 3 years must be at an Assistant Director or Junior Management Level
  • Must have knowledge of the Constitution, Public Service Act, Public Administration Management Act, Public Finance Management Act, Treasury Regulations, the Public Service Act, and the National Development Plan

Duties will include:


  • Provide direction in the development of working with Small-Scale Fisheries Cooperatives into sustainable enterprises that can provide employment and contribute to economic growth
  • Formulate, implement and review smallscall fisheries policies and legislation.
  • Coordinate stakeholder participation in finalizing polices and legislation formulation
  • Manage the smallscale fisheries sector A
  • Administer rights allocations to smallscale fishing cooperatives
  • Provide inputs to permit, licence and exemption conditions
  • Monitor the performance of smallscale fishing cooperatives and the sector
  • Develop necessary networks and partnerships to encourage comanagement and development of the sector
  • Coordinate supplementary livelihoods and support program
  • Ensure adequate communication with stakeholders
  • Manage special projects: Initiate, coordinate the implementation of the project and monitor performance of such projects

  • Knowledge and understanding of the smallscale fishing sectors and fisheries management and knowledge of the Government's policies and priorities for Forestry, Fisheries and the Environment.
  • Knowledge and understanding of the white paper on the transformation of the public service (Batho Pele)
  • Ability to work under pressure combined with a high level of boldness and the ability to stand for yourself is a must
