High end company in Johannesburg is looking for 5x Procurement Specialists/ Senior Buyers for a 12 month contract in the electricity sector.


The successful incumbents for this position will:
Ensure that all supply risks and price escalations are adequately mitigated in contracts to ensure security of supply and limit financial impact for the organ
Assess business requirements, end-user needs and supply market capabilities for relevant commodity groups.
Challenge end-user specifications, evaluate new products/ services and analyse technical potential in supplier processes to reduce costs.

Establishing, leading and facilitating cross functional sourcing teams (CFST) to focus on specific commodity TCO reduction and value creation initiatives.

(Responsibility for the tender process)

Formulation and execution of commodity specific sourcing strategies for a specific category to ensure the reduction Total Cost of Ownership (TCO) for these commodities, products and services procured by the company, in adherence with National Treasury regulations and applicable prescripts like SIPDM, CIDB, PFMA other regulations.

Administer and manage the end to-end tender processes in compliance with company policies and public procurement regulations (PFMA, PPPFA, CIDB etc)

Obtain sign-off from the commodity sponsor for all commodity sourcing plans developed by the CFST's to ensure agreement and final approval before initiating the sourcing and procurement process.

Develop key performance indicators (KPIs) to track supplier and commodity group performance to monitor and control adherence to service level agreements.

Provide input into managing key commodity contracts to ensure adherence to contractual agreement and business requirements from suppliers.
Ensure good governance in all aspects of commodity and contract management to adhere to BBBEE and other related legislation
Facilitate the development of standards and commodity standardisation (where applicable) with end-users.
Facilitate the compilation and development of specifications and bid documents for tender processes in collaboration with end users and cross functional teams

Process adhoc purchase requisitions by obtaining quotes (three quote system), creating purchase orders, forward to suppliers, confirm pricing and product availability according to procurement procedures and internal client requirements.

Recommend and incorporate cost saving initiatives into budgets and controls expenditure within approved parameters.


MUST HAVE:

Degree in Supply Chain Management or BCom or similar;
Minimum 5 years relevant experience in procurement and particularly in procurement, planning and contracting with at least 3 years of experience at a specialist level;
Experience with sourcing of construction and engineering services is an advantage
Knowledge of procurement processes and negotiation and contracting;
Knowledge of public sector procurement process and regulations i.e. PFMA, PPFA, CIDB, BBBEE etc.
