Main purpose/ objective


This position primarily provides proactive support to the financial discipline, CFO, and the broader University community to ensure the development and implementation of the SCM strategy and provision of strategic support to the institution on supply chain related matters.

It also oversees and provides effective and efficient procurement and provisioning system while maintaining compliance in the unit as the provision of trends analyses and information on SCM spending as per legislative prescripts.

It also manages progress on responsibilities flowing from the annual reporting calendar, together with the CFO.


Minimum requirements:


  • BCom Supply Chain Management, BCom Accounting, or equivalent finance related qualification (NQF level 7), postgraduate qualification will be an added advantage.
  • A minimum of eight years' experience in Procurement/Supply Chain Management, of which at least five (5) years' experience of that should be at a Managerial/supervisory level in a Procurement/Supply Chain Management environment.
  • Experience in the Higher education sector would be an added advantage.

Additional requirements:


  • Membership of the Chartered Institute of Procurement and Supply (MCIPS) would be an advantage.
  • ITS or other ERP Procurement system
  • Procurement legislation and regulations

Key job functions

  • Develop and implementation of the SCM system to expedite projects expenditure.
  • Establish the Bid Specification, Evaluation and Adjudication Committees, and oversee the proper functioning of the committees.
  • Management of the demand management processes.
  • Manage the development and effective way of managing procurement waivers in accordance with the SCM policy and procedures.
  • Identify preference points system and appropriate goals per commodity in terms of preferential procurement policy objectives.
  • Managing the effective utilisation of an approved supplier database in accordance with the approved SCM policy.
  • Management of logistics operations and bid/quotation process.
  • Manage the annual SCM risk assessment, development of the SCM risk register and risk response plan.
  • Develop, implement, and monitor the contracts management process to ensure good governance in terms of the policy and relevant legislative requirements.
  • Manage and ensure that cost effective and efficient travel management services are provided within the institution.
  • Implementation of procurement functions within the project office in accordance with the SCM policy and standard operating procedures.
  • Implementation and integration of project procurement into an automated environment.
  • Addressing both internal and external audit matters in the portfolio.
  • Performance management and staffing issues.

  • Ability to work in a complex environment with multiple tasks, strict deadlines, and intense pressure to perform.
  • Excellent verbal and written communications skills.
  • Strong leadership skills, as well as skills in facilitation, team building and coordination.
  • Ability to coach and mentor others to develop their technical procurement capacity.
  • Experience in managing and motivating team members.
