Monitoring and Evaluation Manager will provide strategic leadership on monitoring, evaluation, research, reporting and learning of CCM interventions and directly manage MERL activities in NW.
S/he will manage subaward MERL activities in KZN, MP, GP and EC including strengthening of M&E partnerships to ensure effective working relations to support effective implementation of the project.
S/he will ensure that CCM MERL objectives are met and all district and site level activities are responsive to the MERL needs of the donor.
S/he will work closely with the MERL Specialist and Regional MERL Advisor and DREAMS MERL Lead to ensure that the ACHIEVE PMEP is updated as required and implemented effectively.
Minimum Key Responsibilities and duties:
- Contribute to the development of and implement systems to track overall project and subaward activities, outputs, and results to ensure they are on track to meet targets.
- Provide general oversight of the CCM M&E database, using it to track progress and trends, generate reports per USAID requirements, and conduct data quality checks.
- Oversee the collection and analysis of OVC process indicator data and tracking of performance against targets & deliverables.
- Advise on design, selection, or adaptation of appropriate data collection tools and processes for MERL purposes.
- Contribute to the MERL Capacity development agenda including training activities, mentorship, and support at all levels.
- Lead NW MERL team performance management, supervision, and professional development by establishing and implementing systems for supervision, mentoring, and coaching of MERL staff.
- Lead subawardee MERL team performance management in specific districts
- KZN (CCM, IES & FS), MP (IES), GP (IES) and EC (IES)
Minimum Education and Expertise Requirements:
- A master's degree in social, Behavioral or Health Sciences with practical experience in developing and implementing monitoring and evaluation activities in the HIV/AIDS health sector.
- 10 years' relevant professional experience in monitoring, evaluation and research design, data collection and analyses, indicator construction, curriculum development and computer software, i.e., Microsoft Suite, particularly Excel and donor database systems including _
CBIMS _and _
DATIM_. - Experience with monitoring, evaluation, research, and impact reporting to (USG) donors and project managers, demonstrating both analytical rigor and practicality.
- Must be willing to travel substantially.
- Previous experience in working with SAG Social sector and understanding of government MERL systems and requirements.
