    Description
    The Basic Education Employment Initiative (BEEI) is a nationwide program that the IDC collaborates with the Department of Basic Education (DBE) and Unemployment Insurance Fund (UIF). It is South Africa's largest youth employment programme, providing approximately 250,000 youth with soft and technical skill training. The IDC supports the upskilling of the youth and general workforce for integration into the educator space and national industrialization.
    This role will be located at the IDC office in each Province. Successful candidates will travel from school to school on a rotational basis, monitoring and providing system support. They will also respond to queries on the payment system.
    Key Responsibilities:
    • Monitor monthly provincial payroll submissions to ensure accurate conversion to net pay.
    • Monitor compliance with programme requirements on a monthly, quarterly, and bi-annual basis.
    • Reconcile payroll budget (wage and non-wage) on a monthly and quarterly basis.
    • Assist with monthly accounting and record-keeping tasks.
    • Monitor schools to ensure compliance with the programme objectives.
    Requirements:
    • Post-Matric qualification (preferably in finance, IT, or Payroll).
    • Payroll-related qualification
    Duties and Responsibilities:
    • Verify payroll information submitted by provinces to ensure validity, approval, and accuracy.
    • Analyze province payroll data to identify anomalies and track compliance with agreed pay rates and employee level splits.
    • Compare actual wage costs to budget and identify reasons for variances.
    • Check PAYE, UIF, COIDA provisions for reasonability and ensure payments to relevant statutory bodies.
    • Analyze exception reports timeously and follow up on unsuccessful wage payments.
    • Track recipient movements (onboards, offboards, transfers).
    • Monitor province's monthly progress reports against programme outputs.
    • Monitor schools for compliance with overall programme objectives.
    • Provide technical support on the programme's payment system.
    Experience:
    • 3 years related payroll administration experience.
    • Performing reconciliations (Paye, UIF, and COIDA).
    • General office administration, queries, and filing.
    • Proficiency in MS Word, PowerPoint, Excel, and Outlook.
    • Project Administration is an added advantage.
    Technical/Functional Competencies:
