Job Description Summary:

You will be responsible for driving savings and efficiencies through management of supplier base mainly in South Africa, as well as in managing the BBBEE scorecard.

You will collaborate with GE HealthCare Global Sourcing Leaders, Regional Leaders and their teams and the South African stakeholders across all Purchase Categories.

The role reports directly to the Regional Sourcing Manager and is dotted line to the EMEA Category Leaders.


Responsibilities:


  • Partners with key business stakeholders to support the needs of the business.
  • Develops solutions and delivers on priorities for the designated scope. Maintains metrics for sourcing scope and identifies new areas of opportunity to deliver or exceed targets.
  • Implements Indirect Sourcing strategy within the RSL's agreed scope and in line with global initiatives.
  • Leads full Request for Proposal process including spend analysis, RFI, RFQ, quotes analysis, pricing and contract negotiations
  • Owns achieving Indirect savings targets, leading, and running project execution across the supply base
  • Responsible for risk management in supplier base ensuring all compliance and quality standards are met.

BBBEE Scorecard Management:

- _ Promote awareness of BBBEE principles and non-discriminatory policies and ensures timeous communication and business alignment with respect to the delivery of the BBBEE objectives_
- _ Participate in the development of a transformation strategy for the business with specific emphasis on the Department of Trade & Industry (DTI) codes_
- _ Provide guidance and direction to managers on BBBEE Pillar Initiatives and reviews business development plans of all pillars in support of the business to ensure sustainability and compliance_
- _ Involve and consult with the Pillar Owners and Business Leaders in the execution and achievement of the Company's BBBEE strategy_
- _ Conduct internal audits with all pillar owners and provides progress update with a monitoring plan_
- _ Ensure the compilation of the annual BBBEE Scorecard and manages the verification process with the appointed verification agency_
- _ Develop and manage mechanisms and metrics to track and monitor supplier performance in relation to B-BBEE requirements_
- _ Develop and manages mechanisms and metrics to recruit and select Enterprise and Supplier Development (ESD) beneficiaries at agreed intervals for the ESD Program;_
- _ Develop and implement the ESD strategy, processes and methodologies_
- _ Create and maintain the BBBEE support infrastructure by designing and implementing an optimisation plan in collaboration with peer groups_
- _ Influence proper alignment between the Employment Equity Plan and the Group's Workplace Skills Plan_
- _ Ensure compliance with statutory requirements, e.g. the Employment Equity Plan, reporting, monitoring and implementation, and compliance generally with the Labour Relations Act, Basic Conditions of Employment Act, etc._
- _ Influence and monitor the supplier selection process across multiple purchase categories and internal stakeholders, through consultation, to promote the transformation agenda and create longer-term supplier selection strategies for South African procurement requirements_
- _ Identify and_ develop compliant suppliers in line with the transformation and procurement strategy_
- _ Research and implement best practices with optimisation of current practices and processes in mind_
- _ Develop policies and procedures in support of the overall BBBEE and transformation strategy_
- _ Communicate with External stakeholders, Department of Labour, DTI, and government stakeholders_


Required Qualifications:


  • Degree in Business or relevant business discipline
  • Solid commercial sourcing experience.
  • Delivered savings and deployed initiatives projects
  • Advanced experience in BBBEE management
  • Indepth knowledge of the BBBEE codes of Good practice, the BBBEE Act, BBBEE accreditation/verification and other related legislation
  • Experience in transformation process and BEE Analysis Review and implementation of the BBBEE strategy aligned with overall Supply Chain, Transformation and ESD plans
  • Shown ability to lead and cooperate with virtual teams
  • Willing to travel domestically and internationally up to 10% of time
  • At ease with IT based tools
  • Flue in English

  • Able to balance multiple priorities and pivot when necessary
  • Greenbelt or Black Belt certification preferre
