MAIN PURPOSE OF JOB:
To manage the day-to-day Infrastructure, general maintenance, and service providers on the Estates common properties inclusive of the community centres.
REQUIREMENTS:
- Appropriate Degree/National Diploma town planning/ architecture/project management or any other relevant field.
- A minimum of 5 years proven experience within a Construction or Built Environment
- A minimum of 3 years proven experience in the Health and Safety field
- Practical knowledge and understanding of the Built environment.
- Experience in procuring equipment and materials

KEY PERFORMANCE AREAS:
The Operations and Compliance Manager will be responsible for the management of all estate common areas both the Natural and Built Environment (comprising Infrastructure and Maintenance, Building Control).
- Action the implementation of a maintenance management plan and related systems to ensure proper planning and scheduling of all maintenance including roads, verges, buildings, swimming pools, community centres, signage, electrical, water and stormwater/sewerage infrastructure.
- Ensure design, construction, and maintenance of buildings under construction comply with Planning and Aesthetics Rules. Conduct Site handovers and site
- On all property sales and leases, conduct inspections on buildings and report findings to the Administrator include major maintenance and non-compliant issues. Review property plans and ensure that property is built in accordance with the plan. Final inspection/sign off once owner has undertaken the work.
- Record and review water and electricity meter readings on all common property.
- Manage and control of the risks and requirements as defined in the Occupational Health & Safety Act.
- Monitor and report on compliance with contract SLAs.
- Responsible for planning and scheduling, creation and overseeing the adherence and timely completion of work carried out by service providers.
- Implement and manage continuous improvement by highlighting deficiencies and recommending changes.
- Establish relations with key stakeholders to ensure efficient service delivery - eThekwini Water and Sanitation, eThekwini Electrical Department, DSW, Metro Water, etc to address ongoing infrastructure issues.
- Oversee the delivery of identified projects as required.
- Ensure compliance of the Estate Emergency Plan.
- Ad hoc tasks as determined from time to time.
