  • The Town Planner is primarily accountable for the planning and development of a sustainable Precinct. The role manages change through the longterm strategic planning, design, implementation and management of interventions in the optimisation of the land portfolio and to ensure that all the relevant statutory rights are secured to proceed with commercial developments.
  • REQUIREMENTS:
  • Honours or Masters Degree in Town and Regional Planning
  • Technical: A minimum of 10 years Urban Planning experience covering both strategic and statutory planning, professional registration with SACPLAN vital.
  • Management: An established network in the broader industry including councils, professional bodies and government especially the JHB City council. Experience in managing teams of professionals working in complex matrix situations with both internal and external stakeholders.
  • Strategy: Experience formulating strategy and longterm planning with a longterm (10 to 20 year) impact.

DUTIES:

Strategic Planning:

  • Develop/review and implement a longterm strategic master plan for the Precinct which includes bulk allocations, phasing and rollout in order to guide the sustainable development as a key value driver of the Company Strategy.
  • Liaise with national, provincial and local government to align the position of precinct as a strategic node.
  • Manage and develop the land bulk portfolio in a strategic manner to optimise the land, reduce carrying cost and optimize opportunities.
  • Give strategic input into the design process and layouts to minimise future bulk infrastructure costs and optimize returns.
  • Ensure understanding of the Company's vision and plans for the rollout of the Precinct and the overall sustainability across the portfolio.
  • Ensure that the Masterplan is consistently executed per project in collaboration with Developments and Asset Management (POA).

Programme Management:

  • Manage assigned town planning projects to ensure projects are delivered within the defined and approved scope, quality, budget and timeframe.
  • Prepare reports and recommend appropriate actions to be imposed concerning planning, development and management of land use.
  • Perform field inspections to ensure that developments comply with set out conditions and present findings to the relevant risk committee/s.
  • Cocreate project rollout plan for the bulk land use rights implementation.

Project Support:

  • Provide support to Asset Managers, Developers and Projects team in terms of first concept and technical meetings to clarify development parameters.
  • Provide ongoing support during the project lifecycle.

Financial Management:

  • Create and present town planning budgets to Chief Development Officer for all development purposes and monitor actual spend versus budget.
  • Monitor spend per project and provide feedback to the Development Manager.
