Requirements:


  • Degree in Engineering or Master's in Development Finance or Master's in Business Administration, B.Com Finance,
  • Minimum of 5 years' experience at management level and 15 years' relevant experience in a similar job role.
  • Minimum of 5 years' demonstrable experience in water infrastructure/sector.
  • Experience raising capital for infrastructure projects will be a distinct advantage
  • Proven ability in developing water projects in the areas of:
  • wastewater treatment
- bulk water supply
- water reticulation

  • Demonstrable track record of effective leadership regarding large projects
  • Track record on stakeholder management
  • Sound knowledge and an understanding of relevant legislation, regulations, policies, systems and procedures governing the water sector and how it relates to provision of water services by municipalities
  • Experienced communicator and negotiator at a senior level
  • Qualification in Project/Programme Management will be advantageous
  • ECSA and/or other relevant professional registration will be advantageous
  • Must be able to write complex technical and nontechnical documents and briefs
  • Must be able to communicate complex problems or concepts

KPAs:

  • Identify and develop projects to form part of the Water Programme
  • Source funding for the design, preparation and implementation of the Water Programme from relevant and applicable local and international climate finance institutions
  • Develop and submit the NWPP short, medium
- and long-term plan/s for approval by the OSC

  • Accountable for the achievement of financial and nonfinancial targets of the NWPP.
  • Resource the NWPP & WPO with the required skills and expertise to perform the work required for successful implementation of the programme
  • Identify and advise on joint ventures, investment opportunities and management consulting projects
  • Conduct a macro market needs analysis for the water sector
  • Implement projects derived from the programmes
  • Develop a procurement strategy and plan to implement feasibility studies for the respective subprogrammes & implement projects developed through the WPO sub programmes
  • People management
