Purpose of consultancy:


In summary, the Change Management Facilitator will:
Act as an agent of change and facilitate the change management process in the UNFPA Country Offices listed below;
Provide effective communication to relevant stakeholders throughout the realignment implementation process in collaboration with the Advisory Panel;
Lead and coordinate the recruitment, selection and separation processes of the realignment implementation;
Facilitate the Advisory Panel for the realignment implementation.

Scope of Work:


Change Management Facilitation for the below offices:
Malawi - a maximum of 30 days
Burundi - a maximum of 30 days
Lesotho - a maximum of 25 days
Zambia - a maximum of 40 days
Madagascar - a maximum of 40 days
Democratic Republic of Congo - a maximum of 40 days

The final days for each CO will be confirmed.


Provide effective communication throughout the implementation process

  • Provide policy guidance to staff on selection and separation process in collaboration with the Regional HR team;
  • In close coordination with Legal Unit, Advisory Panel and Regional HR Team, draft letters to staff on abolition of post and termination where applicable;
  • Submit weekly status reports to the Advisory Panel and relevant stakeholders for each CO's realignment implementation;
  • Engage in relevant ad hoc meetings where required.

Lead and oversee the recruitment, selection and separation processes relating to the change management exercise.

Specifically, s/he is responsible for the following:


  • Lead and coordinate the endtoend recruitment process for positions linked to the CO realignment implementation;
  • Monitor and ensure selection processes are conducted in line with UNFPA Policies and Procedures and Staff Regulations and Rules;
  • Facilitate position management with the support of the Regional HR team, where applicable;
  • Review and finalise job descriptions in collaboration with the relevant CO's and Regional HR team;.
  • Oversee post vacancy announcements in Quantum Recruit in collaboration with the Regional HR Team.
  • In collaboration with the Advisory Panel and CO Senior Managers, coordinate the establishment of Written Test Scorers and Interview Panels for the different positions, where applicable;
  • Facilitate job matching exercises where applicable in collaboration with the Regional HR Team;
  • Develop interview schedules and design interview questions with assistance from line managers, brief panel members on interview methods;
  • Participate in interview panels, prepare and finalize interview reports;
  • Conduct requisite clear and reference checks prior to issuance of selection letters in collaboration with the Regional HR team;
  • Coordinate the submission and clearance of the selection process from the Regional Compliance Review Body, in collaboration with the Regional HR Team;.
  • Document and collect good practices to be shared with the Regional Office Management.
  • Perform any other duties related to the realignment implementation process as requested by the CO management team and/or the Regional HR Team.

Duration and Working Schedule:


A maximum of 8 months; as per the working schedule of each Country Office - no more than 40 days per Country Office.

The estimated schedule for each CO realignment is below:

  • Inception Meetings with ESARO and Advisory Panel and documents review - 5 days
  • Development of JDs for Classification and preparation for the Internal Jobs Fair - 12 days
  • Implementation and Completion of Internal Jobs Fair - 15 days
  • Final Report and Initiation of External Recruitment. - 8 days


The IC payments will be based on the above deliverables, which will be informed by the number of working days worked to deliver each work output area.
