About One to One Africa (OTOA):

One to One Africa (OTOA) is a leading community health organisation dedicated to improving maternal, child, and adolescent health in rural and last mile communities of the Eastern Cape, South Africa. OTOA seeks to address core gaps in healthcare, education and psychosocial support in neglected and under-served communities to ensure that families survive and thrive.

Programme Overview:

Enable-i is an income-generation initiative of One to One Africa that promotes sustainable economic participation among women in the Eastern Cape. Through a community hub model, the programme provides skills development, income opportunities, and market access to approximately 80 women annually. It also facilitates a Women's Dialogue Platform to strengthen networks and economic inclusion.

Position Summary:

The Programme Manager provides strategic and operational leadership for the Enable-i project, ensuring effective implementation, quality delivery, and achievement of programme targets in alignment with organisational objectives. The role reports to the Senior Programmes Manager and collaborates with internal teams and external stakeholders to advance women's economic empowerment and sustainable livelihoods.

Key Responsibilities:

Programme Design and Implementation

  • Lead the planning and implementation of the Enable-i programme in line with approved objectives, timelines, and budgets.
  • Establish and operationalise the Enable-i Community Hub as a functional training and coordination centre.
  • Oversee the delivery of income-generating activities supporting at least 80 women annually over 3 years
  • Ensure programme activities are contextually relevant, inclusive, and responsive to community needs.

· Ensure implementation adheres to One to One Africa's safeguarding, ethics, and quality standards.

Sustainability, Market Access, and Livelihood Outcomes

· Lead market research and analysis to inform viable income-generation activities.

· Facilitate access to markets, buyers, and enterprise opportunities for programme participants.

· Support the development of sustainable enterprise models, including cooperatives, group enterprises, or micro-businesses.

· Develop and implement participant graduation and exit strategies that promote long-term economic resilience.

Community Engagement and Partnerships

  • Build and maintain strong relationships with community leaders, local structures, and partner organisations.
  • Coordinate partnerships with academic institutions, government departments, private sector actors, and high-net-worth individuals.
  • Facilitate linkages between Enable-i participants and markets, and business opportunities.

Women's Dialogue Platform

  • Design and coordinate the Women's Dialogue format, ensuring meaningful participation of programme beneficiaries.
  • Organise bi-annual dialogue sessions connecting women with stakeholders from academia, government, and business sectors.
  • Support women's leadership, confidence, and advocacy through structured engagement and preparation.

Team Coordination and Capacity Building

  • Supervise programme staff, facilitators, and consultants involved in Enable-i activities.
  • Provide mentorship, guidance, and performance oversight to ensure quality programme delivery.
  • Identify training and capacity-building needs for staff and participants.

Monitoring, Evaluation, and Reporting

  • Implement monitoring tools to track programme outputs, outcomes, and impact.
  • Collect, analyse, and report on programme data in line with organisational and donor requirements.
  • Contribute to learning, adaptation, and continuous programme improvement.

Financial and Administrative Management

  • Manage the programme budget and ensure effective and transparent use of resources.
  • Work closely with finance and operations teams on procurement, compliance, and record-keeping.
  • Identify programme risks (financial, operational, safeguarding, reputational) and implement mitigation measures.
  • Ensure accurate documentation and audit-ready programme records.

Integration with One to One Africa Programmes

  • Work closely with health and social programmes to ensure Enable-i complements and strengthens existing One to One intervention.

Minimum Qualifications and Experience

  • A degree in Development Studies, Social Sciences, Business Management, Economics, or a related field.
  • At least 5 years' experience managing community-based development or income-generation programmes.
  • An advantage, demonstrated experience working with women's economic empowerment initiatives.
  • Strong understanding of rural development contexts, particularly in the Eastern Cape.

Skills and Competencies

  • Strong programme management, coordination and leadership skills.
  • Proven Experience working with multiple stakeholders across sectors.
  • Excellent facilitation, communication, and relationship-building abilities.
  • Financial management and reporting competence.
  • Strong problem-solving skills and ability to work independently.
  • Commitment to gender equity, social justice, and community-led development.

Desirable Attributes

  • Experience working within NGO or public health-linked development programmes.
  • Familiarity with income-generation models, cooperatives, or small enterprise development.
  • IsiXhosa language proficiency (requirement)
  • Willingness to travel within the OR Tambo District and surrounding areas
  • Drivers license
