Description

The main purpose of this position is to manage the Payroll and Staff Loans Section within the Financial Services Department (FSD) of the South African Reserve Bank (SARB) in order to ensure the effective and efficient functioning of sectional operations.

Detailed Description

Manage the Payroll and Staff Loans Section of the FSD at the SARB to ensure the timeous processing of valid and accurate payroll transactions.


  • Ensure the continuous improvement of the delivery and functioning of the Payroll and Staff Loans Section of the FSD within budget.
  • Develop operational plans for the Payroll and Staff Loans Section that are aligned to the FSD and the SARB.
  • Develop policies, procedures, processes, internal controls and system requirements for approval, and ensure alignment thereto.
  • Identify and mitigate risks related to own function, and ensure compliance with relevant governance frameworks.
  • Manage the performance of staff.
  • Promote and support career management and development.
  • Participate, on behalf of the FSD, in various task teams and working groups.
  • Perform the final authorisation of payments, accounting transactions and data captured by team members, ensuring accuracy, completeness and timeous delivery.
  • Perform the final authorisation of payroll and staff loans processes as well as related submissions as per the legislative requirements (e.g. statutory returns and tax information) in order to ensure accuracy, completeness and timeous delivery.
  • Provide integrated management information reports to support decision making.
  • Lead and participate in engagements with relevant stakeholders and clients, both within the SARB and externally.
Job Requirements
an Honours degree (NQF 8) in Accounting or an equivalent qualification; and
- at least 7-9 years of experience in a similar environment.
