Doctors Without Borders (MSF) is an independent international medical humanitarian organisation that delivers aid to people affected by armed conflict, epidemics, natural or man-made disasters, or to people that are excluded from access to health care.

The organisation has health projects in more than 70 countries. MSF South Africa is located in Johannesburg with an office in Cape Town.

MSF SA is governed by the MSF Southern Africa Association, which is made up of more than 300 members from seven countries in the region.


Purpose


The purpose of the ICT (Information and Communications Technology) Manager is to oversee the ICT strategy and lead the work in implementing new technology-driven solutions to support MSF Southern Africa.

You will plan, coordinate and manage a range of activities such as developing strategies, policies, and project plans, managing suppliers, and leading any project within ICT Strategy to successful completion.

You will ensure high-quality planning and coordination of new ICT solutions for MSF Southern Africa in line with the Strategic Orientations of the section.


You will also be in charge of the section's logistics (management of the flow of goods or materials between the point of origin and the point of consumption, including storage) to meet the requirements of users and according to agreed processes).


Reporting Structure
The IT Manager will report to the Executive Director.

The IT Manager will manage the IT Officer and potentially an intern in the future.

Output 1:
ICT Management


Key Actions:


  • Develop and Implement Enterprise Security Program for the Johannesburg and Cape Town offices.
  • Develop Information Technology Security, to provide consistent policies regarding information (IT) security, roles, and responsibilities of personnel using and maintaining computer resources, electronic communications, and Internet access in the performance of job function.
  • Develop and implement a usercentric methodology to raise users' awareness of the Information Management Security System (ISMS).
  • Implement processes to enable detection, identification, and analysis of IT security threats and vulnerabilities.
  • Responsible for Implementing an automated toolbased vulnerability management framework.

Responsible for budget preparation, planning, monitoring and follow-up for costs related to office systems and ICT architecture in SA
:


  • Responsible for a highlevel ICT infrastructure and security in MSF SA.
  • Design or supervise the design of architecture and IT solutions for network, security, hosting, and Disaster Recovery Plan. Identify technical solutions and define the technical standards.
  • Ensures the operation, optimization, and development of the office infrastructure, i.e., hardware, servers, network, backup, phone system, voice and data communication, video, and teleconference system.
  • Provides strategic vision in ICT Management to the Management Team.
  • Develop ICT longterm strategy as well as an annual action plan (objectives, activities, and KPIs).
  • Design ICT procurement strategy, lead procurement process and negotiate agreements with ICT suppliers locally and internationally in line with MSF-SA procurement policy, OCB ICT technical standards, and ISM (International Information System Management) recommendations.
  • Develop progress reports (including dashboards and activity reports).
  • Policy development: is responsible for developing MSF SA ICT and Security policy.
  • Institute protocols for and facilitation of systems documentation (Hardware/Software) for the IT department and secure their effective use.
  • Follow up on the ISM plans (the International Information System Management) and ensures that MSF SA office systems are coherent and aligned with it.
  • Manage the IT Intern and/or Assistant.

Project Management


Key Actions:


  • Office 365: Responsible for the planning, rollout, and monitoring of Office 365 features in line with the international MSF guidelines and Knowledge Management Strategy.
  • Organizes training of the staff.
  • Privacy protection: Ensures a high level of information security (GDPR & POPIA regulations) at MSF-SA. Advises the Privacy Manager and the Management Team about all questions, issues, and matters arising in the context of the protection of personal data, as per the South African Protection of Personal Information Act (POPIA) and the European General Data Protection Regulation (GDPR). Implements and followsup on of the Privacy action plan managed by the Privacy Officer at Section Level.
  • Knowledge Management: Ensure that the KM project of the section benefits from adapted hardware and software tools. Introduce possible ICT innovative solutions to facilitate learning and transmission of information within the section.
