DESCRIPTION

The Health System Strengthening Lead forms part of a team that will be implementing a COVID-19 Vaccination project within the Mpumalanga province and will be responsible for health system strengthening in government clinics.

The Health System Strengthening Lead is responsible for provision of technical assistance and support during the project implementation.

This includes implementation of change management processes, monitoring, assessments and mitigations of risks for the improvement and integration of COVID-19 vaccinations at clinics and hospital levels in the selected sub-districts in Mpumalanga.

This includes identifying challenges and gaps, hazards, assessing risks, and taking actions to minimise adverse impacts).

PURPOSE

The purpose of the Health System Strengthening Lead is to provide effective technical skills and support to manage the transformation and change management process of the vaccination programme.

RESPONSIBILITIES

Ensure health services that are managed and delivered so that people receive a continuum of health promotion.
This includes the implementation of ideal vaccination standards and processes are adhered to (working closely with the project management team) including:
Maintaining the cold chain;
Supporting patient registration on EVDS;
Capturing the vaccination on EVDS in realtime, which includes obtaining informed consent;
Administering the vaccine;
Issuing the patient with a paperbased vaccination card;
Observing for 15 minutes and;
Ensuring access to emergency care in the event of an anaphylactic reaction.
Ensure that risks are systematically identified, categorised, assessed, and managed;
Ensure that the programme's health strategy is in line with Department of Health (DoH) safety and operations by focusing on plant, processes, people, and performance;
Provide technical insight and oversight of integrated health systems strengthening programming and technical assistance activities;
Lead health systems assessment, identify gaps and develop tailored course correction strategies;
Design and lead activities related to differentiated service delivery systems;
Support development, implementation, and monitoring of a comprehensive sustainable transformation and change management process

SKILLS AND COMPETENCIES

Ability to mitigate risk factors;
Strong technical skills, including the ability to process and analyse data;
Strong oral and written communication skills;
Strong knowledge about the Healthcare sector, processes and systems;
Working knowledge of COVID19 vaccination practice and procedures;
Performing quantitative and/or qualitative analyses with data sources;
Proficient in Microsoft packages;
Ability to problem solve;
Good administrative and report writing skills;
Attention to detail;
Ability to take corrective action as and when required;
Strong interpersonal skills;
Ability to meet project deadlines

QUALIFICATION AND EXPERIENCE

Degree/Diploma in Public Health or equivalent;
Five (5) years of proven experience in health systems strengthening;
Experience in a COVID19 programme is advantageous;
Must be fully vaccinated
Travel and overnight between Johannesburg and Witbank as required.
