Skills Development Quality Assurance Specialist (SETA) -Temporary Employment ( Six Months)


A skills development quality assurance specialist is urgently required for a 6 months temporary contract, for a government agency based in Pretoria (Hatfield).


Job purpose


To accredit and monitor skills development providers to provide training and promote skills development in the Public Service Sector in line with the requirements of the Skills Development Act.

To ensure assessments and moderations conducted by accredited skills development providers are verified and learners are certified; and to register constituent assessors and moderators in line with PSETA policies and procedures


Duties and responsibilities
Conducts external moderation of learner achievements within the PSETA scope.

Ensures successful execution of training and capacity building of assessors and moderators in the public sector.

Evaluates assessor performance, prepares, and presents reports; identifies initiatives for assessment improvements in the sector.

Ensures PSETA learners' certification is in line with PSETA certification policy.

Provide information to skills development providers regarding the accreditation and registration processes;
Conduct desktop and learning programme evaluations;
Conduct accreditation site visits and compile accreditation reports;
Recommend providers for accreditation and or provide guidance and support;
Supervise the engagement and functioning of the external evaluators and verifiers;
Represent the PSETA in SAQA NLRD forums

Update accreditation, registration and certification systems;
Conduct provider monitoring in a developmental manner;
Conduct capacity building and information sharing workshops;
Conduct and or facilitate verification amongst constituent providers;
Represent PSETA in committees and forums according to the year planner;
Ensure adherence to procedures by performing all activities according to PSETA's practices and standards;
Recommend and incorporate cost-saving initiatives into budgets and controls expenditure within approved parameters;
Assist in the development of policies and procedures in the organisation and for the stakeholders by attending and participating in committees regularly;

Ensure that key objectives are achieved by agreed deadlines; In addition to these typical duties, may perform other duties as assigned and required.


Education and Experience
A minimum Bachelor's degree NQF 7 in Human Resources, Education, Social Sciences or equivalent.

Completed Moderator and Assessor Training course.


5 years of proven experience performing accreditation, monitoring and evaluation of learning material; performing external moderation, assessment and verification of learner assessments.

Experience and knowledge in the Sector Education and Training environment are essential.

Experience and knowledge of quality assurance processes.

Experience and knowledge of the SAQA framework.

Experience and knowledge of QCTO requirements.

Sound knowledge of the SAQA and NQF Act, PFMA and Skills Development Act.

Excellent interpersonal and stakeholder management skills.

Good verbal and written communication skills.

Computer literacy.

  • Pretoria, Gauteng: Reliably commute or planning to relocate before starting work (required)
