DESCRIPTION

The Technical Quality Assurance Lead forms part of a team that will be implementing a COVID-19 Vaccination project within the Mpumalanga province.

The Technical Quality Assurance Lead will be responsible for maintaining robust assurance (quality management system) in place to ensure that all quality protocols and standards are being met in the COVID-19 vaccination programme.

The Technical Quality Assurance Lead will ensure that all processes are being met by vaccination teams and manage risks.

PURPOSE

The purpose of the Technical Quality Assurance Lead is to ensure the quality structure of vaccine integration into health services retains optimal service delivery efficiency, alongside optimal service quality, at all targeted facilities.

This role also provides technical support for vaccination services across all sub-district teams to maintain quality of services delivered. The Technical Quality Assurance Lead will also maintain adherence of all relevant guidelines and SOPs across all vaccination services.

RESPONSIBILITIES

Carry out all quality assurance and compliance activities;
Set and guide standards which will form the foundation of quality assurance and quality improvement across subdistricts (as per Department of Health specifications);
Provide Technical Assistance on quality assurance;
Ensure that the deployment, governance and handling of vaccines adhere to the cold chain process;
Cold chain monitoring on a daily basis and breaches are identified;
Ensure that the clinical waste follows the approved disposal process;
Certify that procedures are in place to handle multiple vaccines safely;
Ensure that serious incidents and adverse events are investigated and escalated;
Ensure that clients that receive the vaccine adhere to the waiting and observation period after taking the vaccine;
Make provision for the management if adverse reactions to receiving the vaccine go through the proper processes;
Efficiently provide oversight and monitoring to prevent vaccine wastage;
Ensure that all vaccination sites adhere to the Occupational Heath and Safety Act;
Identify high potential scenarios and mitigate/eliminate risk;
Drive continuous improvement plans;
Ensure that equipment is used and tested as per manufactures guidance and fit for purpose;
Manage the risk register;
Timeous reporting of quality incidents to all the relevant stakeholders;
Routinely audit components of the project

SKILLS AND COMPETENCIES

Strong technical skills, including the ability to process and analyse data;
Strong oral and written communication skills;
Strong knowledge about the Healthcare sector, processes and systems;
Knowledge of the South African DOH governing policies, regulations and directives;
Working knowledge of COVID19 vaccination practice and procedures;
Performing quantitative and/or qualitative analyses with data sources;
Proficient in Microsoft packages;
Ability to problem solve;
Good administrative and report writing skills;
Attention to detail;
Ability to take corrective action as and when required;
Strong interpersonal skills;
Ability to meet project deadlines

QUALIFICATION AND EXPERIENCE

Degree/Diploma in Quality Assurance and/or Risk management or equivalent;
Five (5) years of proven experience with Quality Assurance and Risk Management;
Experience in a COVID19 programme is advantageous;
Must be fully vaccinated.
Travel and overnight between Johannesburg and Witbank as required.
