Senior OVC Monitoring & Evaluation Coordinator x 1 - (Ref: ASHTEC-EC -03)

Main purpose of the job


The incumbent will play a critical role in designing, implementing, and managing monitoring and evaluation systems for the OVC program.

Incumbent will also be responsible for ensuring that data collection, analysis, and reporting processes effectively assess the program's progress and impact.


Key performance areas

  • Lead the DREAMS & OVC program design and development of comprehensive monitoring and evaluation frameworks, plans, and tools for programs or projects.
  • Ensure alignment between M&E systems and DREAMS & OVC program goals and objectives.
  • Oversee the development and implementation of DREAMS & OVC data collection and management systems, including selecting data sources, designing surveys, and establishing data quality protocols.
  • Generate and distribute regular DREAMS & OVC Program reports to inform program management and stakeholders.
  • Provide DREAMS & OVC M&E training and mentorship to staff and partners on M&E methodologies, data collection, and analysis.
  • Support and coordinate DREAMS & OVC program evaluations and research studies to assess program impact.
  • Ensure timely and accurate reporting on DREAMS & OVC program performance to funders, partners, and internal stakeholders.
  • Manage data in compliance with POPIA.
  • Perform other duties aligned to the role as assigned.

Required minimum education, training, and technical support

  • Relevant bachelor's degree in Public Health, Epidemiology, Statistics, or Monitoring and Evaluation oriented field from an accredited institution is required.
  • Unendorsed driving license is required.

Minimum work experience

  • A minimum of 4 years of relevant experience in field implementation and management of M&E in DREAMS & OVC related programs for public, private or NGO sector.

Desirable additional education, work experience and personal abilities

  • Post graduate qualification in Public Health, Epidemiology, Statistics, or Monitoring and Evaluation oriented field from an accredited institution.
  • Specialized knowledge and demonstrated expertise in the area of comprehensive DREAMS & OVC services which is necessary for strengthening program M&E at the national, provincial, district and facility/site level. o Advanced knowledge of DREAMS & OVC, child and youth welfare and HIV programmes and activities/requirements related thereto.
  • Proficiency in CBIMS, TIER.Net, Web DHIS, SYNCH and data analysis software tools (e.g., Excel, SPSS, STATA, R, Power BI, Tableau etc.).
  • Familiarity with USAID reporting platforms such as DATIM, Data Centre and Google sheets
  • Demonstrated work experience and solid technical and administrative understanding of the South Africa health care delivery system including both public and private sector.
  • Demonstrated written, presentation, and communication skills in English.
  • Working knowledge in Good Clinical Practices.
  • Expert knowledge of Microsoft Office Suite including MS Word, Excel and PowerPoint.
  • Experience in training, facilitation, and material development.
  • Report writing ability. o Management/supervisory skills.
  • Conflict resolution skills.
  • Risk management skills.
  • Clean criminal record.
  • Ability and willingness to travel extensively.
