JOB PURPOSE AND PROFILE
The incumbent is responsible for being a trusted advisor and operator for the Chief Executive's Office (CEO).

Provide high-level strategic support to the CEO in planning, executing, and ensuring the success of the CEO's mandate by facilitating the efficient and effective functioning of the CEO's Office.

Drive the organisations corporate governance and compliance, ensuring alignment of CETA policies and procedures to ensure best service delivery.

Be a Liaison to the between CEO and executives of business and functional units; organisations and co-ordinates internal and external relations efforts and oversees special projects implementation.


RESPONSIBILITIES:


  • Ensure that the Executive Managers and Senior Managers are supporting the CEO's and Accounting Authority's decisions.
  • Oversee all CEO's office initiatives across the CETA to ensure that their conception and implementation support the strategic intent aligned with CETA operations and SLA with DHET.
  • Set and drive comprehensive goals and objectives for performance and growth to support the CETA's strategy and objectives; including ensuring all performance achievements are recorded on the CETA IT systems.
  • Lead and ensure the establishment, maintenance and improvement of Standard Operating Procedures, policies, and guidelines relating business unit scorecards, CETA operational scorecard, service standards in consultation with the CEO.
  • Contribute to key decisions on CETA processes, projects and policies and effectively incorporate and manage all relevant changes agreedupon decisions.
  • Oversee and supervise the CETA media agencies.
  • Design, implement and use insights gained through business information to compile reports, and metrics to measure success and inform the business decision making process and realign objectives.
  • Compile and implement standardized business process improvement and reengineering methodologies including service standards and scorecards. Lead continuous innovation and optimisation by ensuring the development, alignment and implementation of endtoend processes and systems improvements in line with CETA business requirements.
  • Monitor and continuously evaluate progress of the Risk and Audit management, Special Projects, Chambers and Monitoring and Evaluation business units' achievements against the Tactical Plan and Strategic Plan objectives.
  • Ensure all CETA strategies are cascaded by executives to all staff. This includes to ensure the updates on CETA APP, SP, SSPs are duly communicated to all CETA staff.
  • Drive and ensure the effective design, implementation and monitoring of special projects, based on key trends.
  • Ensure ATP's, WSP and ATRs are received on time and used for future research.
  • Lead the identification and mitigation of internal systems and procedural barriers to enhance excellent customer/stakeholder's positive experience.
  • Review and recommend any communications to be issued to CETA staff.
  • Implement monitoring and evaluation in own area of accountability in line with the CETA wide Monitoring and Evaluation framework and mechanism to determine baseline of performance and impact.
  • Analyse information and compile complex documents for the CEO in preparation of meetings, engagements, presentations, etc.
  • Conduct desktop research on topics / issues requested by CEO and manage special projects in the office of CEO.

General responsibilities attached to this role

  • Provide input into relevant audit processes and queries and respond to audit findings within defined timeframes.
  • Lead and drive the planning and compilation of the CEOs office business unit's annual budget aligned to the tactical delivery plans to support the implementation of set strategic objectives.
  • Lead the deployment and enforcement of proper financial controls to manage the departmental budget and ensure that all units maintain full and proper oversight of its financial resources.
  • Verify, recommend for approval all CEO's office related payments based on the Delegation of Authority applicable at a time.
  • Build and lead an effective and cohesive team through the effective management of all departmental resources; including to ensure all staff are living by CETA values.
  • Lead the enhancement of relevant knowledge and skills through continuous coaching, mentoring and nurturing of departmental talent pools.
  • Ensure Learning and Development is continued monitored and improved.
  • Assist lead and drive a highperformance culture by translating and communicating the annual performance goals and measures based on agreed upon objectives.
  • Drive a working environment that augments employee engagement, recognition, and productivity.
  • Identify and monitor departmental risks and develop and maintain a risk register from such activities. Implement mitigation to manage risks within the CEOs Office.
