Introduction

Job Specification/responsibilities:


  • Oversee the development of policies related to Finance and Supply Chain Management and review annually to ensure they remain relevant.
  • Provide oversight on adherence to policy and statutory directives relevant to the business.
  • Contribute to the development of the Organisational Strategy.
  • Provide strategic guidance and expert advice on the achievement of strategic objectives for Finance and Supply Chain Management support functions.
  • Provide oversight on the development and implementation of operational plans Finance and Supply Chain Management and provide guidance on changes required.
  • Develop, and/or review finance and Supply Chain Management Policies.
  • Oversee, monitor, evaluate and control financial information management systems.
  • Oversee, monitor, evaluate and control income and expenditure budget planning and approvals.
  • Oversee, monitor, evaluate and control financial income funding receipt.
  • Oversee, monitor, evaluate and control financial expenditure and statutory payments.
  • Oversee, monitor, evaluate and control employee remuneration and payments (Payroll).
  • Oversee, monitor, evaluate and control financial information and reporting.
  • Oversee, monitor, evaluate and control financial risk management.
  • Arrange and cooperate with financial reviews and audits.
  • Assess, evaluate and report on internal and external audit findings.
  • Oversee, monitor, evaluate and control Supply Chain Management systems.
  • Oversee, monitor, evaluate and control tender documentation preparation, publishing, adjudications and decisions.
  • Oversee, monitor, evaluate and control tender committee selection, appointment and scheduling.
  • Oversee, monitor, evaluate and control procurement of goods and services.
  • Oversee, monitor, evaluate and control supplier and service provider SLAs and contract management.
  • Oversee, monitor, evaluate and control supply chain risk management.
  • Lead budgetary planning for Finance and Supply Chain Management support functions in alignment with objectives of the business.
  • Provide oversight on the allocation of budget for the operational execution of plans.
  • Provide oversight on corrective actions to align expenditure to budget.
  • Provide oversight on adherence to policy and statutory directives relevant to the business.
  • Provide oversight on the execution of the Finance and Supply Chain support function operational plans, including budget, performance targets, and measurement metrics and reporting.
  • Lead and manage the performance of direct reports in a manner that creates a culture of high performance.
  • Provide employees with the necessary information and resources to deliver on their objectives and meet the targets of Finance and Supply Chain support functions.
  • Operate within delegated authorizations.
  • Provide updates and key insights on Finance and Supply Chain support functions to the business executive team and the CEO.
  • Actively participate in relevant executive meetings.
  • Positively support the implementation of executive management decisions.
  • Provide oversight and management of THE BUSINESS assets and fleet.

Qualifications and Experience

  • Relevant post graduate Degree related to Finance (minimum NQF Level 7).
  • Professional Financial Related designation, i.e. current membership of a relevant and recognised professional body.

Chartered Accountant (CA:
SA) qualifications will be an added advantage.

  • Must have 10 years' collective experience in the field of Finance and/ or Accounting related field.
  • Minimum of five (5) years' experience at senior management position in the field of Finance and/ or Accounting.
  • Must have both experience in the area of financial management and supply chain management.
  • Must have knowledge of Public Service regulations, the business mandates and strategies and relevant Public Service legislation.
  • Must have Legislative knowledge and prescripts e.g. relevant Acts, Public Service Act, PFMA and National Treasury Regulations.
  • Must have knowledge of the business services, business processes, value chain and values.
  • Must have skills in strategic capability, leadership, budgeting, financial management, people management and empowerment, problem solving and analysis.
  • Must have good skills in communication, planning (strategic, medium term and short term), stakeholder engagement and management.
  • Must have policy development and management, quality management skills.
  • Must have Financial risk control, Payroll management and Supply Chain Management skills.
  • Must have Innovation and excellence, empowerment and recognition, respect and dignity, ethics and integrity attributes.
  • Must have ownership, accountability.
  • Authenticity and attention to detail.
  • Must be initiative, proactivity, quality focus, solution focus, thoroughness and time focus.
