RESPONSIBILITIES:
Executive Management - HR Service Delivery
- Create and drive the human resources strategic agenda for the UP Executive in alignment with the overall UP strategic plan, mission and vision;
- Build trusted HBRP partnership by driving the delivery of the institutional and human resources strategies;
- Partner with the Executive in defining and implementing strategic organisational design/redesign initiatives and other HR interventions that enable or enhance the achievement of UP objectives;
- Lead talent planning and management activities, to support talent issues and critical strategic priorities e.g. attraction, retention and development of top talent and succession planning, change management, organisational development.
Governance
- Manage the development and implementation of governance policies and procedures in line with current good practice, and to identify and advise HR Management on governance issues, as required.
- Develop governance strategies and plans, and facilitates processes for their implementation and maintenance.
- Take responsibility for the oversight departmental audits and follow up actionby the respective areas
- Conduct compliance and risk assessments training workshops.
- Liaison with internal audit, information governance and other external audit and compliance bodies external audit and to ensure clear communication and accountability matters;
Human Resources Compliance Management
- Provide advice and guidance regarding compliance requirements that affect HR operations;
- Develop and maintain a compliance framework, policies and procedures for the HR department;
- Develop a Compliance Monitoring system/checklist that is adopted, implemented and utilised to ensure compliance by the department;
- Monitor compliance with all legislation, regulations and national policy directives applicable to the Human Resources function;
- Develop and oversee control systems to prevent or deal with violations of legal guidelines and internal policies;
- Assist with the review of policies, procedures and systems in line with best practice, legislation and recommendations by the Unit of Internal Audit.
HR Risk Management
- Develop a departmental Risk Register that is aligned to the university's Risk Register;
- Develop, implement and monitor action plans in response to audit discoveries and compliance violations;
- Audit departmental procedures, practices, and documents to identify possible weaknesses or risk;
- Evaluate systems compliance to internal policies and ensuring adequate systems software is in place to address risk and compliance.
Management of HR Service Delivery Agreements
- Assist HR management with the development of Service Level Agreements with clients;
- Provide clear and accessible information, including policies and procedures, to guide clients on HR service offerings;
- Monitor compliance to Service Level Agreements.
HR Workflow Processes Management
- Analyse work flow processes and identify issues, barriers, or areas for effectiveness or efficiency improvement;
- Develop recommendations to streamline, reduce cost, enhance effectiveness, improve workflows, or improve the customer experience outcomes of targeted processes in liaison with HRIS;
- Address the HRIS reviews and actions for strengthening risk management and improvement of process workflows and compliance thereof.
HR Project Management
- Coordinate HR project planning sessions and update the Director-Human Resources on all the project milestones and ensure that project milestones are met.
- Manage and monitor the budget and costs for HR projects.
MINIMUM REQUIREMENTS:
A Honors degree in Human Resources; Governance, Risk and Compliance Management; Project Management, Data Management, Software Development or relevant field;
- A total of six (6) years' experience as follows:
- Experience as a Compliance and Governance Officer/Manager
- Experience in compliance auditing, including HR systems Experience in change management interventions
- Experience in human resources risk management
- Project Management experience
- Two (2) years'experience in people/team management
- A valid driver's licence
REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE AND BEHAVIOURAL ATTRIBUTES):
- Advanced knowledge of industry processes and regulations;
- Advanced knowledge of reporting procedures and record keeping;
- Excellent knowledge of Enterprise Risk Management principles, processes and methodologies;
- Advanced knowledge and understanding of governance, compliance and risk guidelines, policies and relevant legislation regulating HR processes and procedures;
- Solid project management knowledge;
- Good auditing and statistical analysis skills;
- Ability to formulate compliance policies, procedures and process mapping;
- Excellent computer and research skills;
- Good interpersonal and relationship management skills;
- Excellent Written and verbal communication skills;
