Development Bank of South Africa (Infrastructure Delivery - IDD) - Nov 2015 – Current

The DBSA is a government-owned development finance institution, established in 1983, with the mandate to promote economic growth as well as regional integration for sustainable development projects and programmes in South Africa, SADC and the wider Sub-Saharan Africa.

The infrastructure Delivery Division of the Development Bank manages the delivery of Capital Infrastructure Projects throughout South Africa with costs running well into billions annually. 

Role/Project Overview: Establishment of effective records management and electronic document management governance framework ensuring a bespoke solution 100% tailored to business needs, coupled with systems and policies and supporting processes.  (All organizational document types including Construction, Infrastructure Maintenance, Mining, Finance, Supply Chain, Legal and Engineering)

Responsibilities:

  • Manage and implement a group wide EDMS solution for the Infrastructure Delivery projects environment:
    • Design, develop and implement an EDMS system for easy access, storage, retrieval and management of documents 
    • Develop the metadata structure for the EDMS as well as the configuration and implementation thereof  
    • Pilot the system and conclude testing and changes
    • Train all levels of stakeholders on the system
    • System administration management (Access control and file plan configuration)
    • Develop the governing Policies & Procedures to ensure effective Document Management and Records Management system adoption
    • Development of a Unique Programme and Project numbering methodology for the business 
    • Design and develop a Document Matrix & File Plan unique to the business Project
    • Active communication on a system updates, changes and issues
    • Internal audit on key documents on all current projects 
  • Records Management for the division required me to manage the following areas:
    • Manage records for the business (retention, classification, destruction procedures in accordance with a Retention Schedule 
    • Development of a governance process for Records and Document Management 
    • Creation of a Standard Operating Procedure (SOP) for records management for the division
    • Analyse business historic records and process them for migration to EDMS 
    • Maintain document archives in accordance with company procedures, systems and standards 
    • Document archiving & storage management for division
  • Teams and Collaborations site management:
    • System administration on collaboration management on team sites
    • Configuration and implementation of Microsoft Teams
    • Manage the disposal of shared drives and migration to Microsoft Teams
    • Design and development of new Internal Communication site for business
  • Manage Document Management Team and govern Project Teams on Document & Records Management
  • Data Steward for business to ensure compliance to POPI and POPIA Act (Similar to GDPR Management)
  • Provide full document management support to all levels of IDD Stakeholders (Project Administrators/ Construction Project Managers/ Programme Managers/Management/ Auditing General)
