Carlos Orte

Carlos Orte is an accomplished senior international development specialist with over two decades of progressive leadership experience managing complex health and development programs across Sub-Saharan Africa. Throughout his career, Carlos has led large-scale initiatives funded by USAID, DFID, and other major donors, with a strong focus on HIV/AIDS programs, health systems strengthening, capacity strengthening, and the promotion of locally led development strategies.

He has held pivotal roles at organizations including Panagora Group, where he managed project implementation and organizational development initiatives for USAID-funded programs; Locally Led Development, where he championed sustainable, community-driven approaches; Anova Health Institute, focusing on health systems and clinical governance; and Equal International, working on adaptive program management and organizational development.

Carlos has demonstrated expertise in managing multidisciplinary teams, driving strategic partnerships with governments, donors, and civil society organizations, and leading project start-up, scale-up, and close-out phases. He has a proven track record of achieving program objectives within complex, multicultural environments, often under challenging operational contexts.

Academically, Carlos holds an MBA from Bayes Business School (previously Cass City), the business school of City St George's, University of London, enhancing his strategic management and leadership capabilities; a MSc in Biology from the University of Navarra; and a BSc (Hons) in Biology from the University of Buckingham. His scientific training complements his programmatic expertise, allowing him to approach development challenges with both analytical rigor and a practical, solutions-oriented mindset.
