Description

  • The main purpose of this position is to oversee and facilitate risk and compliance management and provide team leadership in the preparation, execution and reporting of strategic, operational and specialised risks for the National Payment System Department (NPSD).
  • Detailed Description
Create a performance culture in the division, define performance expectations and conduct effective performance management of direct reports.

  • Evaluate own performance against given criteria, and identify and address taskspecific learning needs.
  • Plan, organise, control, manage and evaluate the work of team members and administer human resources functions.
  • Collate and provide management information for decisionmaking purposes.
  • Implement, review, update and maintain the operational risk management and compliance framework, with special emphasis on the South African Multiple Option Settlement (SAMOS) system, the Southern African Development Community Real-Time Gross Settlement (SADC-RTGS) system, and the settlement and payment ecosystem.
  • Plan, prepare and facilitate complex risk assessments of the national payment system (NPS) by allocating preparation work, conducting quality assuring inputs of analysts and managing relationships with stakeholders.
  • Provide expert advice on risk and compliance management relating to NPSD.
  • Develop a departmental operational risk profile for the Head of NPSD to manage risk as well as develop risk action plans.
  • Facilitate the management of specialised operational risks (including cyber risk, change management, project risk management and business continuity management) for the department.
  • Facilitate the implementation of operational risk assessments, including reports and risk mitigation plans, and monitor the progress in line with the Risk Management Committee and Board Risk Executive Committee agendas.
  • Facilitate the implementation of risk monitoring processes for risk and compliance management.
  • Actively stay abreast of, and contribute to, the development and implementation of new approaches (best practices), methods, analytical techniques and procedures in risk management, compliance and business continuity management.
  • Lead briefings and presentations while displaying the ability to effectively engage with stakeholders on risk and compliance management.
  • Prepare scenarios, run training and awareness sessions within the department, mentor other risk analysts as well as provide training to managers in the areas of governance, risk management and controls that are relevant to the department.
  • Oversee the coordination and liaison with the SARB's Risk Management and Compliance Department and Internal Audit Department as well as external auditors to improve and enhance audit, risk, business continuity management and compliance activities.
Job Requirements

an Honours degree in Risk Management and/or Internal Auditing; and
- a minimum of eight to ten years' experience in banking, finance and the payment environment, of which at least two years should be in risk management.

Additional requirements include:
knowledge of the financial sector regulatory environment;
- knowledge of the payment regulatory environment;
- a working understanding of the NPS;
- sound knowledge of risk management frameworks, processes, standards and practices;
- a thorough knowledge of the COSO Enterprise Risk Management Framework;
- good working knowledge of the Microsoft Office suite (MS Word, Excel and PowerPoint);
- proven facilitation and presentation skills;
- strong leadership and management skills;
- excellent interpersonal as well as and verbal and written communication skills, including report writing;
- proven scribing/minute-taking skills;
- ability to function independently (self-starter);
- ability to conduct research and benchmarking;
- attention to detail;
- good time management skills;
- ability to multi-task and prioritise tasks; and
- driving execution.
