**Position Summary
**Background

The Technical Support Services (TSS) Activity helps USAID/South ern Africa and Regional Health Office (RHO) to address technical priorities and develop creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective program models.

Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID's largest health portfolio.

TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or other entities. TSS supports Health Office staff and teams to integrate creative solutions into routine work.

TSS also provides international and local expertise for surge support, as needed, for USAID Program Cycle requirements, planning, development, outreach, communications, and Health Office human resource functions.

**Description of Position
Panagora Group requires a

Technical Specialist:
Primary Health Care to support the PHC Directorate at the National Department of Health (NDoH).

The Technical Specialist is an experienced and skilled individual with extensive knowledge of the District Health System, knowledge, and experience to support the review of the District Health Service (DHS) Policy and District Health Management Office (DHMO) guidelines.

The support will also focus on the coordination of the quality improvement initiatives by ensuring alignment of the national quality improvement strategy and integration of selected HIV /TB (HAST) program indicators with ideal clinic framework.


  • The rationale of this technical support is to facilitate policy implementation that aligns with the National Health Insurance requirements, increase access to high quality services and ensure that the care package includes all services aligned with new policies.
  • Revise the DHS policy framework and strategy
  • Review of the DHMO guideline and develop an implementation plan
  • Support Quality Improvement linked to the HAST program
**Activities and deliverables

Deliverable 1:
District Health Service policy framework and strategy and Implementation Plan- Lead the DHS policy revision and ensure coordination across relevant departments (HAST and NCDs)

  • Conduct indepth review of the DHS policy framework and strategy
  • PHC Reengineering (SHS, DCST, GP Contracting, WBCOT)
  • Environmental services
  • Subdistrict model vs ICUPS
  • Participate and contribute toward the development of DHS policy framework and strategy st draft final draft report, TWG, National Meetings Internal & external stakeholders)
  • Lead in the development of and coordinate the implementation plan and monitoring system of the DHS policy framework and strategy
  • Provide weekly reports to the PHC management on the progress
  • Plan and coordinate submission of drafts to DDG for review for DG's approval
  • Coordinate with provinces and districts on the delivery and training

Deliverable

2:
Review of the District Health Management Office (DHMO) guidelines and implementation plan- Conduct in-depth review of the DHMO guideline and ensure alignment with NHI

  • Provide technical advice in the design of the review methodology
  • Develop the review tools and an implementation plan
  • Lead the analysis and report writing of DHMO guideline review
  • Coordinate and manage consultation with DoH directorates and provinces to develop an implementation plan and link the DHMO with the subdistrict model
  • Plan and oversee the workshops or meetings to discuss guideline review
  • Consolidate inputs from the review and submit draft to the Director and DDG for review

3:
Alignment f NQIP and Integrated of selected HAST indicators to Ideal Clinic Framework- Participate in conducting visits (schedules) on QI initiatives 100 clinic initiative

  • Establish a team to review and identify areas of alignment of the National Quality Improvement Program (NQIP) and Nerve Centre indicators with the Ideal Clinic
  • Arrange and lead the learning workshop on for sharing of best practices for integrating HAST indicators and Ideal Clinic Framework
  • Facilitate integration of HAST indicators to Ideal Clinic Frame
