Main purpose of the job:


  • To lead and support the operations activities that support the implementation of the CDC Gophelega Programme including physical and administrative office operations, fleet management, procurement, IT & HR support

Key performance areas:


  • Support the Wits RHI Gophelega Operations Department, the Programme Head, District Programme Heads and other Senior Managers by supporting the implementation of the District and Programme operations for effective implementation of the Gophelega programme
  • Support the Gophelega programme implementation teams to achieve project goals, targets, and objectives by ensuring the programme is adequately resourced at all times, for effective implementation
  • Ensure the Operation Teams in the two implementation Districts are adequately trained in Funder and Wits Health Consortium compliance requirements and that Operation Teams follow the necessary SOPs for procurement, deployment and management of donorfunded equipment and programme assets
  • Direct the District Operations Teams to ensure that Programme Implementation Teams have adequate resources required for smooth implementation of the Gophelega Workplan activities
  • In collaboration with Third Stream (WHC IT provider), ensure that teams have the necessary IT equipment required to deliver activities and ensure the effective use of IT equipment, in line with SOPs and WHC policy
  • In collaboration with Wits Health Consortium, support HR processes and cascade and raise awareness on policy matters to both programme staff and senior management
  • Take overall responsibility for monitoring the processing of position vacancies (Vacancy tracker) and provide monthly updates to the Programme Head and Director
  • Coordinate procurement for each district and the District DOH, in line with WHC and donor guidelines and policies
  • Conduct site visits regularly, to identify operational needs and support the improvement of operational efficiencies in each district
  • Provide oversight to the Operation Gophelega fleet management team to ensure the effective maintenance and management of the Wits RHI fleet in both Districts in line with policies and SOPs
  • Ensure building maintenance (for all four office sites) and organise necessary repairs with the Wits RHI Operations Manager and the Landlords' agents
  • Ensure Wits RHI staff comply with internal policies and guidelines, with specific attention to respect for guidelines for the use of cellular communications equipment, data, airtime and APNs
  • Ensure that all donorrelated guidelines are applied and observed with emphasis on consequence management in collaboration with individual line managers and in accordance with WHC disciplinary standards
  • In collaboration with the District Programme Heads ensure District teams are compliant with the operational standards and policies of Wits RHI and WHC
  • Support and or allocate resources to Capacity Building/Training teams on operational SOPs to ensure compliance
  • Ensure effective liaison between the Gophelega Head Quarters and district operations staff, and the Wits RHI Gophelega Programme staff, to optimise efficiencies and ensure collaboration.
  • Participate in regular planning sessions with Programme Managers and/or Programme Technical Teams to ensure efficient and effective operational support
  • Engage whenever necessary with Wits Health Consortium and its departments to ensure policy and regulation compliance
  • Engage with the Wits RHI Chief Operations Officer and Operations Manager to ensure that activities under Shared-Services are delivered timely and efficiently and comply with the agreed protocols between projects and institute
  • Work to provide a supportive, enabling and nurturing environment for Operations Managers and Operations Coordinators by attending to staffing requirements and administration and providing regular constructive feedback
  • Supervise and manage the duties of subordinates to ensure optimal staff utilisation and maintenance of sound labour relations
  • Perform and facilitate regular performance development discussions
  • Identify substandard performance of team members and in collaboration and consultation with the Programme Head, take necessary corrective action
  • Coach and train subordinates and team members to ensure the acquisition of knowledge and skills as required by the organisation and to facilitate professional growth
  • Promote harmony, teamwork and sharing of information to ensure a sound and highperforming team

Required minimum education and training:

A Degree or equivalent in Health or Business Administration

Required minimum work experience:

-
5 years of operational management experience in the grant-funded health sector

Desirable additional education, work experience and personal abilities:

  • Experience working in a donor-funded environment
