Job Description JOB PURPOSE**:


This role entails facilitating the maximisation of government's property portfolio to increase public sector infrastructure investment and development, in line with the National Infrastructure Plan 2050 and other national objectives.


This will be done through the Refurbish, Operate and Transfer Programme that is aimed at generating efficiency gains and income streams for buildings and property assets of government by crowding-in private sector finance and resources.


Qualification and Experience QUALIFICATIONS**:


  • Post graduate/NQF level 8 related in the Built Environment, Development Planning, Property Management, Real Estate Management or similar qualification
  • An MBA will be an added advantage.

EXPERIENCE:


  • Minimum 10 years' experience at senior management level in line with the requirements of the position.
  • Ability to lead and manage a highly technical team.
  • Experience in successfully executing infrastructure through a PPPs, BOTs and related structures

Roles and Responsibilities

MAIN RESPONSIBILITIES:


  • Facilitating the maximisation of government's property portfolio to reduce the burden on the state and to support infrastructure delivery.
  • Explore and facilitate a programme for the optimisation of the state's immoveable assets
  • Develop approaches to managing and optimising the value of public sector assets (property and buildings), including revenue generation strategies
  • Coordinate the development of standards and practice notes for frequently designed public assets and use of alternative building technologies
  • Provide thought leadership in the fields of infrastructure delivery and state asset maximization
  • Develop strategies to generate efficiency gains and income streams for buildings and property assets of government by crowdingin private sector finance and resources through the Refurbish, Operate and Transfer Programme (ROTP)
  • Manage a multidisciplinary team of experts and technical specialists
  • Articulate, support and facilitate issues of strategic importance, including matters related to the fulfilment of company mandate to transform the industry.
