Job Overview

Under the leadership of Chief Research and Development Officer, the Manager health policy will be responsible for:

Driving the schemes research agenda including, product development, universal health coverage, monitoring of the epidemiological and utilisation trends within the scheme.

Coordination of key projects


QUALIFICATIONS, EDUCATION and EXPERIENCE

  • MMed/Fellow of the College of Medicine (MBCHB + plus additional 1 year for fellow) in Public health, or similar
or

  • MBCHB/BPharm plus Master's degree in Public Health, Health Economics, Epidemiology, Pharmacology, health policy or any other related field
  • Undergraduate degree in health sciences (MBCHB/ Pharmacy) (mandatory)
  • Minimum of 45 years clinical experience as well as 12 years of experience within research, health policy, health product development, health technology assessment and principles of evidencebased medicine environment or similar
  • A broadbased understanding of the significant health policies and regulatory framework in South Africa

  • Thorough knowledge of research methodologies and skills.
  • Ability to effectively communicate research findings verbally, visually, and in writing to different audiences
  • Ability to research findings, formulate reports and make recommendations
  • Possess a high energy level and strong work ethic with a commitment to continuous improvement in a dynamic and changing environment that strives to exceed expectations;
  • Stewardship of the information and data

Desirable

  • Have an understanding of the medical schemes industry as well as the national health system
  • Sound knowledge of evidencebased medicine

KEY PERFORMANCE AREAS

Administration and support

Business Development

  • Participate in research and product development
  • Consideration of health policy developments, evidencebased medicine techniques, Health economic evaluation and affordability
  • Continuously review all Scheme policies and procedures concerning research
  • Understanding the business objectives of the Scheme and its clients and designing surveys to discover prospective customer preferences
  • Work in a multidisciplinary team to prepare research proposals for approval before commencement of research projects and publication
  • Forge partnerships with specialist researchers, academic and research institutions.

Project Execution

  • Provide assistance in leading crossfunctional projects using research methodologies to discover insights that will guide strategic decisions and uncover optimisation opportunities
  • Manage project and programs delivered by the Research Panel
  • Using research to inform product development
Product development and maintenance

  • Work with a combination of health policy, health technology assessment and health economics techniques to inform ethical, evidencebased, equitable and affordable product development principals
  • Collaborate with health economists and actuaries to ensure that products are costeffective, affordable and value for money for members
Research

  • Feedback into product development
  • Work with a team of innovative researchers and specialists
  • Collaborate with a health research panel to inform and influence National health policy
  • Manage research activities and publications in peerreview journals
Monitoring and evaluation

  • Manage monitoring and evaluation of disease patterns, utilisation and outcomes
Budget, expenses and procurement

  • Adhere to procurement policies and development and monitoring of functional budgets effectively and efficiently
Correspondence And Documentation Processes

  • Communicate effectively with internal and/ or external clients
Project Management

  • Manage allocated projects within allocated timeframes and budgets
Risk Management

  • Management of risk within allocated areas of responsibility
Staff Management Responsibility

  • Develop Personal Development Plans of project reports;
  • Monitor employee development in line with the approved training plan;
  • Efficient and effective leave management;
  • Manage related disciplinary issues;
  • Perform staff performance reviews and ensure that sound performance management is implemented in the Division;
  • Assist in the development and implementation of the Division's succession plans.

Salary:
R982, R1,228,645.00 per year


Ability to commute/relocate:

  • Pretoria, Gauteng: Reliably commute or planning to relocate before starting work (preferred)
