Provincial Programme Manager x 1 - (Ref: ASHTEC-EC -02)

Main purpose of the job


To provide strategic planning, governance and management to MatCH Institute supported Programmes in Eastern Cape, oversee the successful delivery of the Programme outputs.

The incumbent acts as a pivotal point of contact for relevant stakeholders.


Key performance areas

  • Provide general administration, and overall programmatic technical support through; budgeting/planning, monitoring and reporting.
  • Manage and coordinate project activities and outputs as per GCP, protocol, regulatory and sponsor requirements for Treatment and care.
  • Manage and coordinate project activities and outputs as per GCP, protocol, regulatory and sponsor requirements for OVC project.
  • Oversee projects from identifying project needs/resources to the development of a work plan of project activities and the final reporting.
  • Support the District programme managers to implement agile quality improvement activities and plans.
  • Network to form strategic relationships with stakeholders including the DOH,DSD, ECAC and other collaborating partners.
  • Support teams in the design and implementation of programme interventions and strengthening of all components of the OVC and treatment and care programme.
  • Manage and lead successful implementation of programme activities to ensure that the programmes meet set targets in accordance with national and PEPFAR standards.
  • Supervise and manage the duties of subordinates to ensure optimal staff utilization and maintenance of sound labour relations.
  • Perform other duties aligned to the role as assigned.

Required minimum education, training, and technical support

  • Relevant bachelor's degree
  • Medical/ Nursing/degree is required.
  • Relevant postgraduate qualification.
  • Unendorsed driving license is required.

Professional body registration

  • Registration with the Health Professional Council of South Africa or Nursing Council of South Africa.
  • Health indemnity insurance cover ( if applicable).

Minimum work experience

  • At least 6 years of experience of working in the areas of HIV and TB, and public health. Good knowledge of comprehensive HIV treatment and care.
  • At least 5 years' experience in working on implementing multifaceted health programmes, with preference to 3 years of experience working in international donor funded projects in a programmatic capacity.

Desirable additional education, work experience and personal abilities

  • Working knowledge in Good Clinical Practices.
  • Advanced knowledge of HIV, TB and OVC programmes and activities/requirements related thereto.
  • Knowledge of national and provincial health structures.
  • Working knowledge of Microsoft Office Suite including MS Word, Excel and PowerPoint.
  • Excellent time management skills.
  • Excellent project management, organizational and coordination skills.
  • Experience in training, facilitation and material development.
  • Good written and verbal communication skills. o Report writing ability.
  • Management/supervisory skills. o Conflict resolution skills.
  • Proficiency in English and isiXhosa/ isiZulu.
  • Clean criminal record.
  • Ability and willingness to travel extensively.
