Background:


  • The Health Economics and Epidemiology Research Office (HE2RO) of the University of the Witwatersrand, based in Johannesburg, South Africa, is an internationally recognized health research organization that conducts research and analysis on issues of Public Health importance, including a strong focus on HIV, TB, and NCDs
  • HE2RO seeks to build the evidence base to improve health policies and programs in South Africa and the region
  • They collaborate on policyrelevant research with Boston University and other national and international organizations
  • HE2RO seeks a highly organized, detailoriented, and selfmotivated team player to be a part of their Operations team
  • The position is based at HE2RO's head office in Johannesburg but may require travel within Sub-Saharan Africa
  • Overtime/weekend hours and working in rural areas and/or underresourced circumstances may be required from time to time

Responsibilities and Duties:


  • The Grants Officer will report to the Head: Operations and will provide grants management and financial administration support for Projects and assist in the implementation of various financial tasks and activities.

Key duties:


  • Assist the Head: Operations with the development of project budgets
  • Assist with grants contract management, liaising with the WHC Legal and contracts departments, and updating PIs and collaborators on the status of contractual issues
  • Liaise with the WHC grants department to ensure that financial reports and invoices are received on time
  • Assist with review of financial reports, monitoring of project expenditure and burn rates, cash flow analysis/projections, and preparation of financial report summaries for the Division
  • Liaise with Funders, Primes, and subawardees and ensure timely submission or receipt of financial reports and invoices/payments
  • Assist the Operations Manager with internal approval of payments and resolving issues of late payments, complaints, supporting documents, etc.
  • Oversee the management and reconciliation of office and projectrelated petty cash, credit cards, projectrelated patient/client reimbursements (petty cash and vouchers)
  • Ensure that shared costs are charged to grants appropriately and staff LOEs are correctly allocated to projects
  • Provide oversight of the asset management system
  • Support Wits funding administration (RINC, NRF)
  • Work with the Head: Operations and the Operations Manager to ensure compliance with WHC, division, and funders' rules and regulations
  • Support WHC with internal and donor audit requirements
  • Build and maintain effective relationships with all key stakeholders (funders, Sub awardees, contractors, and suppliers) to facilitate organizational effectiveness
  • Provide support to Division Senior Management, when required
  • Other grants, financial, and administration duties of the office as and when required

Requirements:



Minimum BCom (Accounting) Financial Management, Business administration or related field:


  • 5 years working experience, of which a minimum of 3 years should be in grants management, accounting/bookkeeping within a donor-funded/non-profit organization:

Comprehensive grants management, financial and Contracts administration experience:


Knowledge of USAID, BMGF, and NIH donor requirements and regulations:


Demonstrated MS Office skills including advanced MS Excel:


Experience in budgeting, financial reporting, and cash flow analysis:


Experience in compliance monitoring, in line with organizational policies and various funder rules and regulations:



Professional and friendly attitude:



Ability to establish and maintain effective working relationships with staff at all levels within the organization:


Experience in maintaining relationships with funders, collaborators, sub-awardees, contractors, and key stakeholders:


Ability to exercise confidentiality, tact, and discretion at all times:


Highly organized and analytical, with strong attention to detail:


Self-driven, able to work under pressure and with minimum supervision, work on numerous projects simultaneously, prioritize own workload to meet tight deadlines:


Reliable, with a high level of integrity:


Excellent oral and written communication skills:
