MANDATE OF THE DEPARTMENT:

The Equality and Rights for All Practice team delivers on the UNAIDS Secretariat's goals of reducing inequalities.

This specifically refers to ensuring that the HIV response is gender-transformative, rights-based and people-focused - People Living with HIV, key population and youth (including Adolescent Girls and Young Women) - in a manner that is community-led, inclusive and progresses societal enablers.

The team also delivers on the organizational agenda to remove human rights barriers and intersecting gender inequalities.

It does that by developing and sharing policies, guidance, research and tools that support legal, policy and social norm change; by advocating for a greater political commitment; and by convening communities of practice and leveraging existing and new partnerships to continuously identify and respond to the inequalities driving the HIV epidemic.


Main tasks and Responsibilities of the Position:
Reporting to the Head of the Gender Team, and in close collaboration with other members of the team and the department, the Technical Officer, Gender, is assigned the following responsibilities, while aligning UNAIDS institutional positions and strategic directions with international norms and standards on gender equality and the human rights of women and girls in all their diversity:

  • He/she has the following key responsibilities:
  • Provide support for strategic, political and technical guidance in the field of gender equality and diversity, including technical support to UNAIDS country and regional offices and other stakeholders to establish gendertransformative HIV responses, that address intersecting forms of discrimination, gender inequalities and gender based violence, and that integrate Sexual and Reproductive Health and Rights (SRHR), to reach the objectives of the 2021 Political Declaration on HIV/AIDS, the UNAIDS Strategy and the 2030 Agenda related to HIV;
  • Contribute to conceptualising, designing and implementing innovative strategies, tools, training curricula and specific proposals to generate evidence and recommendations for gender transformative HIV responses and to meaningfully engage and mobilize strategic partnerships including with SRHR organizations, adolescent girls and young women's rights organisations, networks of women living with HIV and other civil society partners, UNAIDS Cosponsors and development partners;
  • In close consultation with other members of the gender team, support country level gender assessments and regional reviews of gender assessments, including building the demand for new Gender Assessment's (GA), ensuring linkages with strategic processes in country including National Strategic Plan (NSP) review, Global Fund (GF) cycles, United Nations Sustainable Development Cooperation Framework (UNSDCF) preparation and Joint Programme country envelope cycles. Contribute to the implementation of the GA recommendations in select countries, through the provision of gender budgeting support, in country technical support for working with Ministries to prioritize, resource and implement key recommendations and Monitoring Evaluation and Learning (MEL) support to track, learn from and document progress;
  • Support the conceptual, operational and communication aspects of the gender team's partnership with PEPFAR and the Global Fund intended to optimize resources for gender transformative work in the response, from funding requests through the grant making cycle. Lead the deployment of linked technical support in partnership with appropriate funding and the collection and collation of reports from regional and country focal points;
  • Proactively contribute to the development and review of advocacy and communications material (including reports, advocacy briefs for communities and policysetting, guidelines, reports, speeches, statements, and social media campaigns) in close collaboration with other teams, departments, UNAIDS regional and country offices, civil society, UNAIDS Cosponsors and other development partners;
